Call to Order 7:05 PM
Roll Call Dick Bendixsen, Jane Miller, Walt Munhall, Dorene Thomas,
Sue Carver. Excused: Susan Mueller. Absent: Peggy Ober.
Guests: Barbara White, Karrin Hawes.
Minutes Minutes for January 14, 1985, were approved as written.
Monthly Report Librarian reviewed monthly report. There was discussion
concerning the proposed WCCLS levy. Members commented on
greater amount of staff time spent supervising community
service assignees compared to the regular citizen volunteer.
It was noted that the citizen volunteer group is particularly
skilled and dedicated.
Communication from Librarian read a letter from Don Jacobs, former Board member,
Don Jacobs suggesting that the new library be "a living memorial to
Beverle Bender," first Library Board Chairman. Librarian
was directed to prepare a letter for Chairman Munhall to
sign acknowledging Jacobs' letter and agreeing to consider
the suggestion at a later time inasmuch as other suggestions
will probably be made as the completion date for the building
approaches.
LSCA Grant Librarian announced that a letter of intent to apply for
Library Services and Construction Act (LSCA) funds was
submitted to the State Library January 31, 1985. If the
letter is accepted, the formal grant will request $200,000
for furnishings and equipment for the new building. These
items are not funded in the bond.
Civic Center Librarian reported that the police station had been reduced
in size and redesigned. If the bids come in high, there will
be no further reductions in police space. The Library could
lose the "quiet room" and additional square footage. Con-
sensus agreed to reduction of "quiet room" but not additional
square footage. The time line was discussed, with some
comments regarding the further delay in completion of project.
WCCLS Librarian reported on status of the Washington County Cooperative
Library Services (WCCLS) request for a new levy to be placed on
March ballot. She reported that it was possible that the
County Commissioners would include library services in the
County's May election request instead of a separate levy. The
Board members expressed dismay at this possibility, pointing
out that this had happened last year and caused much disruption
to library service. Librarian also reported on the failure of
the current levy formula to satisfy the increased demands of
out-of-city circulation.

City Council Munhall announced that the library workshop/annual
Workshop report had been cancelled from the City Council
regular agenda. There is possibly a Saturday brunch/
workshop to be planned instead to foster less of a
formal atmosphere. Members expressed a disinclination
to schedule a meeting on Saturday.
