Roll Call Dick Bendixsen, Jane Miller, Susan Mueller, Walt Munhall,
Peggy Ober, Dorene Thomas. Excused: Sue Carver. Guests:
Bobby White, Karrin Hawes. Staff: George Anne Miller,
Kathy Davis.
Reports No reports were presented.
Book In accordance with the decision from the April meeting, Board
Consideration members discussed whether or not to retain Cocaine Handbook by
David Lee on the library's shelves. Susan Mueller moved that
the book be kept on the open library shelves. Seconded by Dick
Bendixsen. Motion passed. Jane Miller abstained. Dorene Thomas
asked that the minutes show that she "does not choose to have this
book in the library."
City Tax Base Board members discussed the City of Tigard Tax Base issue to be
voted on at the May 20 election. All expressed support and agreed
to write letters, make contacts and distribute brochures. Passage
of the tax base would assure basic funding for the library.
WCCLS Structure Librarian gave a brief review of the status of discussions on the
& Governance WCCLS structure and governance issue. There was also discussion
on a recent presentation by the Multnomah County librarian,
Clackamas County library director and the WCCLS coordinator ad-
vocating a regional library district. Board members asked that
they be kept informed on this latter issue.
Civic Center Chairman Munhall reviewed the activities planned starting May 13
Dedication and ending with the formal dedication on May 17.
Library Board members discussed having a library reception in the near
Reception future. Tentative plans include an invitation to Senator Hatfield
and local authors.

Roll Call Jane Miller, Susan Mueller, Walt Munhall, Peggy Ober,
Dorene Thomas. Excused: Sue Carver. Absent: Dick
Bendixsen. Audience: Bobby White, Karrin Hawes.
Staff: Kathy Davis, George Anne Miller.
Reports Minutes for March 10 were approved as written.
Monthly Report for March was commended for children's program
attendance.
Friends of the Library report, given by Susan Mueller, indicated
that the rummage sale had earned about $4400. (Later confirmed
to be $5,000.) The Board decided to nominate Helen Steyaert for
the Tigard Area Chamber of Commerce First Citizen award. The
Board will send a letter to Helen, after the May 17 sale, thanking
her for her work in behalf of the Library.
ALTA The Board agreed by consensus to become a member of the American
Library Trustees Association. Librarian will send its application.
Book Board member Dorene Thomas presented a request to remove from the
Consideration library shelves the book entitled 'Cocaine Handbook by David Lee.
She requested that the book be read by all Board members. It was
decided that members would read the book and discuss the issue at
the May meeting.
Move Librarian reviewed most recent schedule for the library to move
Schedule into the new building. It is anticipated that the move will begin
Saturday, May 3 and be complete May 6. It is planned to open to
the public on May 13.
WCCLS Librarian briefly reviewed status of automation project, the
structure and governance issue and the proposed WCCLS budget
for 1986-87.
Book Librarian reported that the 3M system had been ordered and would
Detection be installed as part of the building. An architectural drawing
System showing the post covers and barrier on each side was presented.
Board members expressed satisfaction with the plan.
Planning Chairman Munhall expressed his desire to form a planning committee
Committee to work with the Board for future library development. He asked
members to think about his suggestion and he will bring an outline
back to the Board.
City Tax Base Chairman Munhall announced that the City of Tigard would be pre-
senting the voters with a tax base measure on the May 20 ballot.
There was discussion on recruiting helpers to canvass neighborhoods.
All members agreed to work toward getting the information to the
voters through letters, personal contacts and distribution of in-
formational brochures.

NOTE: Prior to the regular meeting, members of the Board and the
Librarian attended the City Council meeting at Fowler Junior
High. Denis Borman and Rob Blakely from the Tigard Rotary
presented a check for $10,000 to the Tigard Library to be
used to furnish the Young Adult Area.
