Call to Order 7:06 PM
Roll Call Excused: Dorene Thomas, Irene Ertell. Present: Jane Miller,
Susan Mueller, Walt Munhall, Peggy Ober, Dick Bendixsen, Sue
Carver. Staff: Bobby White, Karrin Hawes, George Anne Miller/IE.
Reports Minutes of the December meeting were approved as written.
November Monthly Report written report was distributed.
(Oral report was given in December.)
December Monthly Report was reviewed. The Board discussed the
possibility of a plaque in the library foyer with the Library
Board members and Librarian listed. There was a consensus to
research the possibility. Brief review of the progress of the
Fred Meyer Trust Fund grant was given by George Anne.
Friends of the Library. Susan Mueller reported that the
annual GASS is set for April 11-13, 1986 in the Fred Meyer
parking lot. Walt Munhall stressed that Helen Steyaert needs
help desperately to clean, sort and price items. Fliers were
handed out. No replies yet to the Chamber of Commerce mailing
sent out in late December with the Hotline. Dick Bendixsen
received the information with business owners names and phone
numbers for follow-up. Irene Ertell to check with City Hall
about articles on Friends of the Library drives for money and
new members in city newsletter All About Town.
WCCLS Assitant Librarian reported that the Professional Board is still
Automation working on a circulation policy. The city managers and CAB are
still to meet later this week for final discussion. Peggy Ober
suggested different wording in the new levy ballot re: "replace-
ment costs." Instead, use of "maintenance and updating" was
suggested.
Access '86 Library Board members were advised that the one year trial
cooperative agreement between Washington, Multnomah, Clackamas
and Fort Vancouver Regional Library System went into effect
the first of January. No fees will be charged to these
residents during the trial.
Civic Center Update Walt Munhall reported on the progress being made by the
contractor on the Civic Center. Munhall doesn't feel the
contractor will make the revised deadline in February.
AAUW The American Association of University Women has agreed to
organize and run on-going art exhibits in the Library.
Dedication Committee Walt Munhall, as a member of the Civic Center Dedication Com-
mittee, solicited suggestions for the dedication ceremonies.
Book Security System The Librarian will investigate one more book security system
by attending a demonstration of Kno-Go at the Tualatin Public
Library and will report back to the Board.

(NOTE: This special meeting was called to discuss the WCCLS governance issue so
that the Library Board could make its recommendation to the Tigard City Admin-
istrator who wished to reply to a letter received from the Washington County
Administrator before February 6.)
Call to Order: 7:00
Roll Call: Dick Bendixsen, Sue Carver, Jane Miller, Susan Mueller,
Walt Munhall, Peggy Ober, Dorene Thomas. Guests: Susan
Hardie, Tualatin Library; Nik Parrish, Nancy Wilcox, Jane
Johns, Tualatin Library Board; Paul Phillips, State Rep-
resentative, District Nine. Staff: Bobby White.
WCCLS Governance Chairman Munhall read a letter from Washington County Admin-
istrator Don Stilwell, dated January 31, 1986 requesting opin-
ions and perspectives of Tigard regarding the establishing of
a library district in the unincorporated area. Paul Phillips
reviewed the unsuccessful attempt in the previous legislature
to pass a bill which would have permitted governmental agencies
to contract with each other for library services and to be the
taxing authority to provide those services. He urged the group
to beg-in immediately to outline their strategy for the next
session, emphasizing the necessity to present a united front
between the cities and the county when appearing at hearings.
He also suggested getting support from the League of Oregon
Cities. Phillips suggested, too, that other counties which
could be affected should be drawn in for support. Counties
named were Jackson, Lane, Benton. There was a good deal of
discussion regarding the size of a board under this model as
well as the problem of satisfying the need for elected account-
ability for tax money. Phillips indicated his willingness to
help with the legislative process again. (Phillips left at
8:00) The group continued to discuss pros and cons of status
quo, library district, the Soth proposal and the cooperative
model. Nik Parrish presented his concern that before more
libraries are established in the unincorporated area there
should be solid support from persons in those areas and in
some instance a willingness to form library districts for
those libraries. Concern was expressed over the speed with
which the WCCLS Citizen Advisory Board (CAB) and Washington
County Board of Commissioners (BOC) seemed to be employing
in establishing a library district in the unincorporated areas.
Consensus was reached that the Tigard Library Board and the
Tualatin Library Board would draft separate memorandums out-
lining their concerns regarding the speedy establishment of a
library district and the desire for status quo until the co-
operative model can be developed as an option. There was

discussion regarding attendance at the BOC meeting
on February 11 when the CAB would present its rec-
ommendation to create a library district in the un-
incorporated area. Tigard Board decided by consensus
not to hold regular meeting on February 10.

meeting. The issue has gone back to CAB with BOC request that
more input be received and more study be given to cities' concerns.)

Honorable Mayor and City Council:
The Tigard Library Board has met and discussed the Citizens Advisory Board's
recommendation to replace the Washington County Cooperative Library Service
with the formation of a library district in the unincorporated area, plus any
city that wishes to join. We have also studied the other options presented in
the W.C.C.L.S. staff report.
W.C.C.L.S. has been a viable and valuable instrument in developing and
strengthening library service in the County. Therefore, we feel compelled to
suggest that a stop be called to what appears to be a rush to judgment on the
matter of forming a library district. We do not believe that all other
options have been sufficiently studied in order to justify the recommendation
for a district at this time.
As we look for the right solution, we would rather preserve what has proven to
be effective. This rush to produce a quick solution strikes us as a sure way
to make things worse instead of better.
Maintaining the status quo in order to allow sufficient time to make the best
choices does not seem all that undesirable. If we must pass one more serial
levy so as to allow services and cautious deliberations, we are prepared to
live with that necessity.
As your Library Board, we await your consideration on this matter and are
available to assist the Council in any way.

Subject: Special Library District proposal
Honorable Persons:
The Tigard City Council thanks the County for the opportunity to comment on
the proposed Library District. I believe that copies of the Tigard Library
Board's and City Administrator's thoughts on this matter have been previously
distributed to you. Consistent with those communications, the City Council
specifically discussed the matter at the February 10, 1986 City Council
meeting. It was the unanimous opinion of the Tigard City Council that:
1. The current WCCLS Cooperative is working well at providing low-cost
high-quality Library services throughout Washington County in an
equitable and efficient manner;
2. The creation of a new separate, governmental structure--the Library
District proposal--only adds unnecessary cost to the system and
possibly dismembers the current network;
3. The City's preferred alter-native is a one-year extension to the
current WCCLS structure, and therefore, the time to put together a
joint City-County effort at the Legislature to amend the statutes to
allow the Cooperative District option we all like best;
4. A new Special Library District ought then to be our LAST option, not
our FIRST.
