MINUTES TIGARD LIBRARY BOARD SEPTEMBER 8, 1986 25 Years of Service
1961-1986
CALL TO ORDER 7:00 PM
Roll Call: Sue Carver, ,Amo De Bernardis, Vince Mataresse, Jane
Miller, Walt Munhall. Excused: Dick Bendixsen,
Dorene Thomas. Guests: Susan Mueller, Gaylie
Mendenhall. Staff: Kathy Davis, Bobby White.
Election of It was moved by Walt Munhall to elect Sue Carver Vice
Vice Chairman Chairman of the Tigard Library Board. The motion was
seconded and approved unanimously.
Reports Minutes for July were approved. (No meeting was held in
August.)
Monthly Reports for July and August were presented and
discussion centered on increases in usage of the
library and the structure and governance issue being
discussed by an ad hoc committee of Washington County
Cooperative Library Service (WCCLS).
Friends of the Library report was given by Susan
Mueller. The Friends have purchased a new world globe
for the children's area and two computer carts. The
carts will be dedicated to Helen Steyaert who has
contributed so selflessly in raising funds for the
furnishings in the new library. The Friends are
planning new fund raising projects and will help buy
computers for public use in the library.
Book Complaint: The Board considered a request from Gaylie Mendenhall
to remove the book, Center Line by Joyce Sweeney, from
the young adult shelves of the library. Following a
discussion between Mendenhall and Board members a
majority of Board members voted to retain the bo n;
Jane Miller abstained.
The Board considered a request from Teresa Hurt to
remove the book, Disturb Not the Dream by Paula
Trauchtman, from the adult fiction shelves of the
library. Following discussion on the matter all Board
members present voted to retain the book. (Note:
Board members had received the complaints at the July
meeting, studying the complaints and reviewing the
items in the interim.)

Punch List Review: Librarian reported that discre7,ancies noted in the
library building (punch list) were being taken care
of, though not completely. Another report will be
made in October.
Library Work Plan: Walt Munhall led the review of the work plan for
1985-86. It was tentatively decided that the library
reception should be held in November. The Librarian
reported that the Tigard Branch of the American
Association of University Women (AAUW) is sponsoring a
project to obtain a baby grand piano for the Civic
Center. It will be kept in the foyer of the library
and can be moved to the Town Hall for use as well.
Library Organization: Librarian reviewed the new organization plan for the
library and described the three new positions to be
requested at City Council meeting on September 15.
The Board also reviewed the 5-year staffing plan..
Munhall will attend the City council meeting with the
Librarian.
Threshold Criteria: Librarian reviewed threshold criteria being considered
by the Oregon Library Association (OLA) as a basis for
financial grants. Librarian will mail copies to Board
members.
Adopt a Legislator: Librarian asked the Board if they would be interested
in adopting a local legislator, e.g. , the Tigard
representative to the Oregon Legislature. This
entails paying OLA dues for this person so that they
will receive the OLA newsletter and be more aware of
library issues. Munhall suggested that the Friends of
the Library be asked to consider this project.
Town Hall Meetings: Librarian announced that four town hall neighborhood
meetings are scheduled for September 16, 17, 23 and
24. Sue Carver will attend on the 16th and Vince
Mataresse will attend on the 23rd. Librarian will
attend on 17th and 24th.
