Reports: Minutes of April 13, 1987 approved as written.
Monthly Report was discussed with most attention given to
the structure and governance issue of Washington County
Cooperative Library Service (WCCLS), Librarian reported
that SB 960, which would allow for appointed Board members
in a district, will get a hearing at the legislature. The
new contract for FY 1987-88 with WCCLS is also under
discussion, addressing cities' request for a larger return
on assessed valuation. WILL progress report by Librarian
indicated a high satisfaction rating by staff and public,
in spite of some down time and problems with some
procedures. The problem of noise in the library was
discussed at length. Consensus was that the Board should
seek more help from the City to solve this problem.
Friends of the Library report, given by Librarian,
reflected that the Friends voted $500 to be used to buy
storage cartons for Toddler Time program materials. Walt
Munhall, a member of the Friends, described his
presentation to the group outlining various means to build
community support and solicit financial contributions for
library projects. The Friends group was receptive and will
work with Munhall.
Boardsmanship
Workshop: The Board discussed the Boardsmanship Workshop scheduled
for May 14. Board directed Librarian to prepare a
memorandum addressing the members' concerns over the
announcement and general feelings about the workshop. (See
copy of memo attached.)
Budget 1987-88: Librarian reported that at the Budget Committee meeting,
May 5, the Committee proposed to cut out 2 WILI terminals
and printers and, at Budget Committee member Susan
Mueller' s request, to consider adding -$25,000 to book
budget.

Building
Punchlist: Walt Munhall reported that the HVAC problems and roof
problems are being addressed, as well as minor problems
with doors, etc. The panic button to the police station
has been installed as well as a "call" button from
circulation desk to work room.
Jean Lindsay: Board directed Librarian to prepare a First Citizen
nomination to the Chamber of Commerce for Jean Lindsay,
volunteer coordinator, who has also made other significant
contributions to the Tigard area.
