MINUTES
Call to Or-der: 7:00 p.m. , Linda Monahan, Vice Chairperson presiding.

Reports: Minutes for December 14, 1988, approved as corrected. Linda
Monahan was excused from the December 14' 1088 meeting, not
absent. .
Monthly __?2port was distributed by Library Director. There
was discussion on the growth of the Library and the
statistical repnrt,
Friends of the Library report was given by Susan Mueller. It
was reported that a memorial gift for $2'000 was received by
the Friends. This money will be used to buy shelving in the
front area of the Library.
q_q2k)erative Library Advisory Board report was presented by
Walt Munhmll, Tigard representative. There was discussion on
the state per capita issue in which Forest Grove did not
receive their per capita for this past year because of the
reduced support from the city funds. There was also
discussion of a possible replacement levy to go before the
voters this npring. Munhall reported that he made two
recommendations to the Board: 1) that there should be m
concerted effort to double or triple the library membership
in Washington County before the levy; and, 2} that librarians
should be urged to look for cost cutting methods in order to
boost support for the levy.
Budget FY 1989-90: Library Director reported that she 6i6 nut have a
skeleton budget to present at this time, however, on January
20th, the City will be distributing the guidelines for the
new fiscal year budget. The Budget Committee will consider
department requests in April. The members concurred that
this would give the Board sufficient time to discuss those
issues at the February and March meetings before the formal
budget hearings in Apri] . There was also some discussion on
the Sherwood allocation from WCCLS. The Library Director
pointed out that she had requested at the last WCCL8
Professional Board meeting that those funds allocated for
Sherwood this year he spent in this year and that the funds
should go to the libraries who are impacted by the cloning of
the Sherwood Library . This suggestion was not accepted and
the Professional Board recommended instead that those funds
be planed in carry—over for the next fiscal year inasmuch an
if there in no replacement levy, there will be a shortfall in
the distribution of funds and the $20,000 can help alleviate
that situation.

Warehouse Project: George Anne Miller reported that the project was on hold
due to other circumstances that had arisen which required
Librarian Karrin Hawes being reassigned some of her duties .
She will be helping the Technical Services area with a back
log of cataloging an well as being heavily involved in
training two part-time reference librarians . The project
will resume as soon as possible.
Birthday Committee Report: Vince Matarreeoe reported that the search for an
appropriate speaker was still being pursued and one of the
requirements in that it, be someone luual. He asked for a
list of ou8gestiuno . Also discussed was the fact that the
original date for the Saturday celebration would fall on the
Saturday immediately preceding Memorial Day. It was decided
that the Saturday celebration mhuuI6 be changed from May 27th
to May 20th, with the week of activities to follow the
Saturday birthday celebration instead
inntead of preceding it an
previously planned . There was also some discussion about an
author' s reception and possibly involving the Tigard High
School Orchestra. The Birthday Committee was scheduled for a
meeting immediately following the Board meeting.
Recognition Board: The Board requested that at the next meeting the
recognition board be discussed with some specific criteria as
to who will be recognized on the board.

SUBJECT: Monthly Report — January 1980
WCCLS,
At the Washington County Cooperative Library Service (WCCLS) Professional
Board meeting on January 12, a request was received from the Cooperative
Library Advisory Board (CLA0) to draft language for changing the Oregon
Administrative Rules relating to the distribution of per capita funds . This
is in response to Forest Grove Public Library' s not receiving per capita funds
in this past year. The City' s general fund support decreased, but the overall
budget increased because of WCCLS funds; therefore, the CLA8 wishes to allow
the inclusion of county funds as part of "total library operating
expenditures" as well as ohmm3e the timeline on distribution to allow for an
appeal process . At present, the money is distributed before libraries are
aware of not being eligible. The Tigard Library Director was appointed to m
committee to carry out the CLAB' w request.
Volunteers :
Thirty—four volunteers gave 438 hours; daily average 18 hours. Library Board
members gave 6 hours. Seven youth volunteers gave 24.75 hours. One CE2
student gave 10.5 hours . Three community service assignees worked 58.75 hours.
Services :Youth
Special events in January included our second annual puppet week . Over 68
puppets were on display and available fur use by the children. We conducted a
one hour workshop with a guest instructor in puppet making for children and
adults. A. A. M1lne^s birthday was this month and we celebrated with three
special oturytimeo using video tapes, music, and story telling. The Friends
of the Library provided funds for purchasing all of the stuffed Winnie the
Pooh characters. Special bmok}intn were prepared. The quarterly meeting of
the Oregon Young Adult Network was held in Tigard on January 27.
Representatives from Oregon Library Association and Oregon Education Media
Association were invited to provide information on possible benefits from
joining either group.

The Chairman of the English Department at Fowler Junior High has contacted un
inquiring about the possibility of setting up teacher training sessions on
using WILI, followed by student field trips to do work on specific projects.
We will be considering this and trying to set up some type of a program that
will be applicable and meaningful to their curriculum.
