MINUTES
Call to Order: 7:00 p.m., Amo DeBernardis, chairman, presiding.
Roll Call: Carl Kostol, Vince Matarrese, Linda Monahan, Leslie Wisner.
Guests: Yvonne Burgess, Susan Mueller.
Staff: Irene Ertell, George Anne Miller
Chief of Police: Ron Good4kaster, new Chief of Police for the City of Tigard,
addressed the Board members outlining his plans for a
community oriented program with citizen input and
participation in meeting Tigard's crnv-- related problems.

Minutes for September 13, 1989, were approved as written.
Monthly Report was distributed by Library Director.
Discussion concerned work indicators especially regarding the
inpact of increased circulation on the staff and the
collection. There was discussion on possibly opening on
Sunday afternoons.
Friends of the Library report was given by Susan Mueller. The
Ice Cream Social on September 23 netted $117 with Alpenrose
donating the ice cream. The Friends will be purchasing $2,500
worth of books for the library.
Cooperative Library Advisory Board (CLAB) report was given by
Yvonne Burgess. There was discussion regarding a new model
for disbursement of funds from a county levy. The formula
approved by the CUB is based on circulation only and will be
detrimental to Tigard's best interest. Board members were
concerned about the dollar amount for a new levy to be voted
on in March 1990. The Board discussed and prioritized county
wide programs so that Burgess may report at the next CIAB
meeting. Monahan and Matarrese reconm*nded that if there are
any extra dollars available, these funds should go toward
improved courier service, outreach, and funding for a youth
coordinator position. Burgess also reported that the CUB
will meet with the Washington County Board of Commissioners to
discuss the new levy. The CLUB will request consideration for
a three year annual fixed rate levy of $5.2 million.
Stuart Cohen: Stuart Cohen, Chairman of the City Center Task Force, spoke to
the Board about the City Center plan which will be voted on in
November.
Review Annual Library Director distributed copies of the 1989 annual
report which is required by the Oregon State Library. There
was no discussion. Board members will review and contact
Library Director with any questions.
Educational Services : Library Director reported that over 180 people
have signed up for courses and that over $1,200 has been
collected. The City Administrator has expressed his
satisfaction with the program.
Rental Collection Library Director reported that during the first
month (September) the collection moved well and $50 was
collected.
Collection Development Policy: Library Director reported that she would like
to appoint a committee consisting of staff members, a Library
Board member, and a library user from the community to
formulate a collection development policy for the Tigard
Public Library. From the staff, Library Director recommended
herself, George Arm Miller, and Karrin Hawes. Leslie Wismer
had already volunteered from the Board and Linda Monahan also
asked to serve. It was decided that this would be a
sufficient number for the committee.
Council Meeting December 11, 1989: Library Director announced that the Board
is scheduled to have its annual meeting with City Council on
Monday, December 11, 1989.
Liz Newton: (Arrived at 8:30 p.m.) Liz Newton, presently a planner for
the City, announced that she is being appointed to a new job
as Cmmmnity Relations Coordinator. She briefly described her
new duties which will include working with the Boards and
Committees.
