Call to Order: 7:00 p.m., Chairman Amo DeBernardis presiding.

Minutes for July 2, 1990 were approved as written.
Monthly Reports were distributed by Senior Librarian. Na
comTents.
Friends of the Library. Yvonne Burgess reported that the FOL
had a very successful book sale during Cruisin' Tigard and
netted $90.00. Discussion followed on recycling books.
Cooperative Library Advisory Board (CUM) . Yvarme Burgess
reported that WOCTIS discussed distributing information about
W0CT-S - what it does and what it is - on a regular basis to
citizens in Washington County. Brochures, press releases,
etc. would be useful as sources of information.
Also reported on 2 bills that WCUS supports:
1. Supports as a priority legislation to revise ORS 357.770
to include all sources of local funds (city, county,
district) as evidence of local support.
2. Supports legislation which will add the value of new
development to the tax base of the taxing units in which
it is located. (Proposed by the Home Builders
Association and the Oregon Business Planning Council) .
This issue is not specific to libraries but inpacts them
in the collection of revenues during the life of the
levy.
Capital Needs study committee - cTAB is gathering information
for the capital needs of the libraries in Washington County
and will meet with the Library Board in October to identify
needs. Once needs are identified, CRAB will study funding
and will need documentation and statistics from each library
to conduct the study.
Ideas being studied:
- Cultural resource area library
- Cooperative Collection development
- Resource sharing that retains each library's autonomy
Inclusion of new public libraries - such as King City and
Garden Home - upon their application and acceptance by
WCCLS. Discussion of satellite facilities by Library Board.
Yvonne Burgess discussed signing of the contract and Beaverton
City Library concerns.
City of Tigard Tax Base: Liz Newton, Camiunity Involvement Coordinator,
reported to the Library Board that City Council has voted to
put a new tax base on the November ballot. The new tax base
will be $.52 more than the present rate for a total of
$2.19/thousand. Newton invited the Board to become involved
in a campaign that will reach neighbors and local businesses
door-to-door, neighborhood teas, etc. and told the Board that
she is available as a resource to them in their efforts. The
passage of the new levy is not a question of service cuts at
this time, but will allow expansion of services and programs
to meet rapidly growing population. Next possibility for a
tax base measure on the ballot will be May 1992.
OLA Legislative Issues: No discussion.
Washington Square Mall : Discussion of role of Library Board in
process. Vince Matarrese proposed motion that Library Board
approve of mall library idea and invite Pat Reilly to future
Library Board meeting to discuss proposal, timeline,
specifics, etc. Seconded and passed.
Bull Run Information: Leslie Wismer is still working on gathering information
on the Bull Run water supply.
Library of the Future: Informal discussion was led by DeBernardis regarding
libraries of the future and the implications for Tigard.
