Roll Call: Marilyn Hartzell, Jed Cundiff, Yvonne Burgess, Susan Grossen, Vince Matarrese, Carl Kostol Staff: George Anne Miller, Liz Newton Reports: Minutes for June 13, 1991 were approved as written. (There was no meeting in July.) Monthly Report was distributed by George Anne Miller and discussed. Educational Services was briefly highlighted for the benefit of the new members. Friends of the Library Report: Yvonne Burgess reported that the Friends will sell ice cream bars on Saturday, September 7, at the Library in the courtyard in celebration of the City's 30th birthday. The Pittock Mansion Storybook Christmas 1992 project is proceeding. Cooperative Library Advisory Board (CLAB) report was given by Yvonne Burgess. She showed the new logo and slogan for Washington County. Tigard's portion of the budget should be fine since circulation continues to increase. Discussed $10 cap from Measure 5 in relation to WCCLS. Election ofChairpersonfor 1991-1992. Amo DeBernardis was nominated and it was voted unanimously to elect him Chairperson. Vince Matarrese was nominated and it was voted unanimously to elect him Vice- Chairperson. Library Policy Revisions: Revised policy was passed out to the Library Board. George Anne Miller noted that the City Council approved the revisions at the June 25, 1991 City Council meeting and that they passed a resolution to change the duties of Library Board members in the Tigard Muhicipal Code (TMC). The City Council praised the Library Board for their proactive role in updating the TMC. Miller highlighted the Library Bill of Rights, Freedom to Read, Freedom to View and Free Access to Libraries for Minors for the new Board members. The Board and Miller also discussed the policy on Reconsideration of Library Materials. Miller noted that the form, when filled out by an individual or group, becomes a public document. LSCA Grant Update: The LSCA Grant for Tigard Library's expansion was turned down. The Oregon State Library report on the LSCA awards is available in the Librarian's office. Collection Development Policy: Discussion was tabled until the policy was available. Board members asked to have the policy mailed to them for study before the next Board meeting. Library Issues Update: 1. Miller presented the idea of Focus Groups from the community. The Library Board will study the possibility. 2. The budget pages for FY 1991-92 were studied. The increase in all aspects of the budget for the past few years was noted. Miller reported the purchase of new non-fiction shelving, CD- ROM and on-line products as big events for the library this year to increase space and access to information. DeBernardis noted that the fines collection continues to increase and asked if fines collection can be called something else which does not imply punishment. Suggestions were overdue book(s) fee or donation. 3. The Output Measures Study will be made available with the Collection Development mailing.
