Roll Call: Susan Grossen, Marilyn Hartzell, Cad Kostol, Jed Cundiff, Yvonne Burgess Staff: Liz Newton (departed 7:30),John Schwartz (departed 7:30), Kathy Davis Citizen Participation: Liz Newton introduced Council member John Schwartz. John gave an overview of the Council's ideas for broadening citizen participation in City issues. He asked the Board to consider ways in which citizen involvement groups could be structured, how individuals could be better educated as to the purpose of committees and boards and how the Library Board would benefit from increased awareness of and by other groups within the City. Board ideas to be forwarded to Liz Newton. Reports: Minutes for the June 11 meeting were approved as written. Monthly Report for June summarized by Interim Library Director. A major WILL downtime was noted along with the customer dissatisfaction this brings. The George Fox College program was briefly discussed. Summer Reading registration is very good at over 1000. Friends of the Library: No July meeting. Cooperative Library Advisory Board (CLA13): Meeting to be held Tuesday, July 14. Chair&Vice Chair Elections: Amo DeBemardis noted his term had not expired, no action was taken. Carl Kostol was elected as Vice Chairman to fill vacancy left by Vince Mattarrese. Library Expansion Program: Interim Library Director suggested that it may be inappropriate to begin displaying plans for library expansion as the floor plan we have is not one we will necessarily use. Amo DeBernardis added that since expansion may be a number of years off that it would be too early to generate and maintain a high level of enthusiasm. It was noted that the Washington Square Branch was on hold. Review of Library Rules: George Anne Miller from library staff will work with Sue Grossen to implement changes recommended by City Attorney. Budget Update: Budget was approved and adopted with no changes. Oregon Citizens Alliance: Marilyn Hartzell referred to the memorandum from the Oregon Library Association's Chair of the Intellectual Freedom Committee which contained a proposed resolution in opposition to Ballot Measure 9. She stated that she would like to see the Library Board, if not the City of Tigard, take a similar stance. Yvonne Burgess would like a letter of support to go to OLA Intellectual Freedom Committee to show support. Marilyn Hartzell feels that another important issue is to inform citizens of repercussions of such a measure in light of recent activity in the Springfield Library. Jeri Cundiff asked that the Board draft a statement in opposition. Discussion followed. Marilyn Hartzell will draft position statement. Carl Kostol moved that the Board review the draft. Davis, Interim Library Director DATE: August 3, 1992 SUBJECT: Statements Regarding Ballot Measure 9 Please review the attached versions of the Ballot Measure 9 opposition statement. We will select and/or modify your choice at the next Board meeting, August 13, 1992. VERSION ONE The Tigard Library Board on July 9, 1992 came to unanimous agreement in its opposition to the Oregon Citizens Alliance (O.C.A.) amendment which will appear on the 1992 ballot as Ballot Measure 9. The so-called "No Special Rights"initiative would be an abridgement of the right of people to have access to a variety of information so the Tigard Library Board opposes the O.C.A. amendment. The Tigard Library Board supports the mission of libraries as they exist within our democratic society and opposes any measure that would circumscribe the ability of libraries to carry out that mission. VERSION TWO The Tigard Library Board on July 9, 1992 came to unanimous agreement in its opposition to the Oregon Citizens Alliance (O.C.A.) amendment which will appear on the 1992 ballot as Ballot Measure 9. An immediate impact of this initiative would be the abridgement of the right of people to have access to a variety of information. This is in direct opposition to the mission of public libraries. It also contradicts the principles contained in the American Library Association's Bill of Rights and the Freedom to Read statement which serve as the cornerstones of the Tigard Public Library's policy manual. The Tigard Library Board supports the mission of libraries as they exist within our democratic society and opposes any measure that would limit the ability of libraries to carry out that mission. ke/OCASTATE wordAbrary
