Roll Call: Yvonne Burgess, Marilyn Hartzell, Carl Kostol, Jeri Cundiff, Susan Grossen, Guests: Pat Reilly Reports: Minutes for August were approved as written. Monthly Report was summarized by Library Director. Crowding in the workroom has prompted staff to evaluate options for space and task completion. An alternative to annual "output measures" survey is being discussed. WCCLS is undergoing some scrutiny regarding basic services. "Information desk" workstation is helpful to patrons. Janet Ross, circulation employee, resigned. Summer Reading Program had largest registration ever while Educational Services programs just broke even. Circulation projections for 93-96 levy are an increase of 12%per year. George Fox College program begins this month. $1,000 donation received by patron for purchase of literary classics. Friends of the Library: Yvonne Burgess reported that the Friends are planning a cooperative book sale during the holiday season with Powell's Books. The books would be billed to Friends of the Library at a 20% discount. The sale price to the public would be 10% with the other 10% going to the library. Volunteers will be stationed at the sale table. Friends will coordinate this through Jean Lindsay, Library Volunteer Coordinator. Friends will sell Entertainment Books again this year. Cooperative Library Advisory Board (CLAB): Representatives prioritized "enhancements" list for next levy. Only items that were unanimously considered important were approved for inclusion in levy. "Base" programs were discussed, but because of proximity to date levy package must be approved by County. Further discussion was postponed until January. Multnomah County libraries will have unpopular issue of utilities tax on same ballot as WCCLS levy. We may experience negative spill over from this and will need to work at informing public that the two library systems are not connected. New Director: Pat Reilly introduced Kathy Davis as the successful candidate for the position of Tigard Library Director. Phone Survey Follow-Up: Carl Kostol contacted organizations that had expressed interest in learning more about the Tigard Library and WCCLS. Library Director will prepare an information sheet to present at next Board meeting to help prepare Board members to visit these organizations. Groups included Loaves and Fishes, Summerfield Singles Club, a King City Vagabond R.V. Club and King City Lions Club. Ballot Measure 9 Update: Final copy of Library Board Statement was reviewed and approved for sending to O.L.A. Citizens who have contacted library with concerns about books on homosexuality have not filed formal "Reconsideration of Materials" forms. Board advised Library Director to consider communications via phone, letter, or in person as private discussion. Should citizens wish to carry issue to level of"Reconsideration of Materials," it then becomes a public document. This would also be monitored as a censorship issue with statistics forwarded to the State Intellectual Freedom Clearing House. Consecutive Challenges to Library Materials: Issue was not addressed. It will be added to future agenda. Library Space Crunch: Reviewed pilot program that would have Powell's Books personnel do some book selection to free up librarians' time for customer service.
