Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, December 13, 2017 7:00 p.m.

1. CALL TO ORDER:
Chair Katie Harris called the meeting to order at 7:02 p.m.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the November 8, 2017 Board meeting were reviewed. No changes
were suggested.
Motion by Jean Hart. Second by Lonn Hoklin to approve the November 8, 2017
minutes.

4. AGENDA ADDITIONS AND DELETIONS
Margaret Barnes asked the Board to take note that Agenda No. 8 should read
"Discussion of OLA Policy and Standards Review" and that the ALA should be
removed.
5. CALL TO THE PUBLIC
Library staff member Lindsay Slater was tonight's staff guest. Lindsay is a Bilingual
Youth Services Librarian. She began working at the Tigard Public Library in May.

Lindsay volunteered for WCCLS libraries as a young person. She went on to earn her
Master of Science in Information from the University of Michigan. Lindsay has
studied abroad in Costa Rica, Guatemala, and Spain while an undergraduate. Her
favorite moments at Tigard so far include her bilingual story times—Cantos!
Cuentos!Juegos! (Songs! Stories! Games!), the Dia de los Muertos program with
Tigard High School teen volunteers. She enjoys listening to NPR's Radio Ambulante
to keep her Spanish sharp. Lindsay plays the piano and ukulele and sang in choir for
seven years. There have been times that she has played the ukulele here at the library.
She continues to develop our Youth Services Spanish collection.
6. LIBRARY OPERATIONS
The updated September, October and November Statistical reports were distributed.
A brief discussion ensued regarding the items on the statistical report. The Board
would like to see some statistical information regarding the e-book program with
WCCLS.
Members were encouraged to invite friends and family to follow us on Twitter and
friend us on Facebook.
7. POLICY REVIEW
A. Fee-Based Services Policv
The Board reviewed and discussed the Fee-Based Services policy. This policy
was last reviewed on September 12, 2012.
Motion by Lorin Hoklin. Second by Mary Bogert to re-adopt the Fee-Based
Services Policy as it is currently written. Motion was approved unanimously.
B. Social Media Policv
The Board reviewed and discussed the Social Media policy. This policy was
last reviewed on December 8, 2011. A brief discussion ensued regarding
record retention requirements for public agencies and how this applies to
social media, and keeping postings aligned with our policies.
Motion by Jean Hart. Second by Joseph Callahan to re-adopt the Social Media
Policy as it is currently written. Motion was approved unanimously.
8. DISCUSSION OF OLA POLICY AND STANDARDS REVIEW
Standards for Oregon Public Libraries-Public Library Division of the OLA
The Standards for Oregon Public Libraries were reviewed and rewritten in 2012, and
then revised in 2015, by the Public Library Division of the Oregon Library

Association and the Oregon State Library. This report was distributed to the Board at
the October 2017 meeting, but was tabled until this evening. Board members
reviewed the document and discussed areas where the Tigard Library met the levels
of achievement outlined in the document.
9. POSSIBLE LOCAL OPTION LEVY
Margaret Barnes informed the Board that the Levy Task Force gave testimony to the
City Council on Tuesday, December 12, 2017 and all 17 members of the task force
were recommending to move forward with a local option levy. Discussion followed.
10. OTHER BUSINESS
Margaret Barnes informed the Board of a technology assessment tool that she would
like to present to the Board at a future meeting. The EDGE Assessment Workbook is
a tool to see how well a library is doing to address the technology needs of its
community. This workbook assisted in establishing a baseline or a standard for
technology needs for the Tigard Library.
11. ADJOURNMENT
Chair Harris adjourned the meeting at 8:15 p.m. The next meeting of the Tigard Library
Board is scheduled for Wednesday,January 10, 2018 at 7:00 p.m. in the second floor
Conference Room, 13500 SW Hall Blvd., Tigard.
