Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, November 8,2017 7:00 p.m.

1. CALL TO ORDER:
Chair Katie Harris called the meeting to order at 7:03 p.m.
2. RoLL CALL

3. APPROVE MINUTES
The minutes from the October 11, 2017 Board meeting were reviewed.
Motion by Becky Gauthier. Second by Mary Bogert to approve the October 11, 2017 minutes.

4. AGENDA ADDITIONS AND DELETIONS
It was suggested and agreed upon to move Agenda Item 10-the possible Local Option Levy
discussion in front of Agenda Item 7-Discussion of Multnomah County Library Patron Rules.
5. CALL To THE PUBLIC
Library staff member Connor Meldrum was tonight's staff guest. Connor has worked at the
Tigard Public Library since January of this year. Originally hailing from Boise,Idaho, Connor
has a degree in Illustration. He was working in a library in Boise when he met his wife,
Cally. Cally was the Board's guest last month. Connor works in Circulation at the Public
Service desks and with the AMH machine,which the Board was informed has been dubbed
"Oscar, the Beast." Connor has become skilled with troubleshooting the AMH. When he isn't
providing our patrons with excellent customer service,he is illustrating a graphic novel, a
chapter of which he debuted at this year's Boise Comic Con. Connor will provide information
for the Board members at the December meeting so they can review his first chapter of his
graphic novel.

6. LIBRARY OPERATIONS
The October Statistical report was distributed. Library Director Margaret Barnes informed the
Board of the activities and programs that have taken place in the past month and some upcoming
items.A brief discussion ensued regarding the items on the statistical report.
7. POSSIBLE LOCAL OPTION LEVY
The Board discussed the logistics of a possible local option levy for the City of Tigard. Library
Director Barnes distributed copies of the city funding handouts that have been used and will
continue to be used, at outreach events. The handouts included: the dollar bill and your tax
dollars,and two budget pie charts highlighting City budget issues. Public outreach at events and
programs will increase citizens' awareness about the funding gap and the cost of providing
services at the current level citywide. Discussion ensued.
8. DISCUSSION OF MULTNOMAH COUNTY LIBRARY PATRON RULES
The Multnomah County Library System had recently revised their library use rules. Some of
these rules may cause significant changes for the patrons at the Multnomah County libraries.
The Tigard Library Board reviewed the rules and discussed the impact it may have on the Tigard
Public Library.
9. POLICY REVIEW
Library Use Policy(Continued from October 11, 2017 discussion)
The Board reviewed and discussed the Library Use policy. The Board had approved an update
to this policy in August which included language qualifying a service animal. Since the
Multnomah County Library System had just revised their library use rules, the Board wanted to
review the Multnomah County Library rules and further discuss the Tigard Library Use policy.
The Board agreed that they did not want to take any of the new Multnomah County Library
rules into consideration with our Library Use policy. Discussion ensued.
Motion by Jean Hart. Second by Becky Gauthier to re-adopt the Library Use Policy as it is
currently written. Motion was approved unanimously.
10. DISCUSSION OF ALA AND OLA POLICY AND STANDARDS REVIEW
A. American Library Association (ALA) -Access to Library Resources and Services
Regardless of Gender or Sexual Orientation: An Interpretation of the Library Bill of
Rights
The Access to Library Resources and Services Regardless of Gender or Sexual
Orientation: An Interpretation of the Library Bill of Rights policy has been included in
the Tigard Library Board policy book but has never been officially endorsed by the
Board. Discussion ensued regarding how the Tigard Public Library complies with this
policy.
Motion by Lonn Hoklin. Second by Jean Hart to endorse and affirm the ALA-Access
to Library Resources and Services Regardless of Gender or Sexual Orientation policy.
The motion was approved unanimously.

B. Standards for Oregon Public Libraries-Public Library Division of the OLA
The Standards for Oregon Public Libraries were reviewed and rewritten in 2012, and
then revised in 2015, by the Public Library Division of the Oregon Library Association
and the Oregon State Library. This report was distributed to the Board.
Due to time constraints, this item was tabled until the December Library Board
meeting.
11. OTHER BUSINESS
Board Alternate Nina Dung inquired about the library hosting an emergency evacuation training.
A brief discussion ensued. The City of Tigard has an Emergency Management Manager who
ensures we are up to code with emergency exit postings and signage.
12. ADJOURNMENT
Chair Harris adjourned the meeting at 8:25 p.m. The next meeting of the Tigard Library Board
is scheduled for Wednesday, December 13, 2017 at 7:00 p.m. in the second floor Conference
Room, 13500 SW Hall Blvd.,Tigard.
