Park & Recreation Advisory Board Minutes
The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:01 p.m. by Wayne Gross.
2. Approval of Minutes: October 9, 2017
Dave Brown moved to approve the October 9, 2017 meeting minutes. Linda Shaw seconded
the motion. The minutes were approved by unanimous vote of the board members present with
Wayne Gross, Linda Shaw, Dave Brown and Scott Winkels voting yes.
3. Comments from the Audience
Chris Garsteck, of the dog park committee, updated the PRAB on the turnout of the Howl-o-
ween Canine Costume Contest:
• There were 42 registrations with 49 canines entered into the contest, making it the largest
turnout since the event began
• Flyers hung at the dog park were the most efficient marketing strategy
• 47% of registrations came from Tigard, with the other 53% coming from various
surrounding cities
4. Levy Bond Task Force
Wayne Gross delivered an update on the Levy Bond Task Force:
• In their next meeting on November 16, they will finalize their recommendation to council.
• The three biggest priorities discussed in city services were:
o Improving public safety
o Generating more funding for sidewalks
o Improving funding for park maintenance
• The task force goes to council December 19
Councilor Anderson gave the following feedback:
• Unsure that a large levy will be well received
• Public safety options are always popular with the public
• November voting is generally not good for funding
5. TTSD IGA
Wayne Gross and Mr. Martin discussed the Tigard-Tualatin School District Intergovernmental
Agreement:
• The agreement allows the city to use the school property for park and recreation use.
• The agreement can be applied to facilities, not just fields.
o The appendix is written so that the city manager and school superintendent can
amend, add or remove properties without a new agreement being created.
The next step is when the school district is finished with their additions, would be deciding the
next facilities the city can add and maintain.

Wayne Gross suggested that specific writing should be included in the IGA to allow the city and
recreation to be next in line after school for use and include language that allows city-run
programs to distribute marketing materials through the school district
Linda Shaw would like a TTSD board member liaison to re-join PRAB.
6. Parks Updates
Mr. McKnight gave the following updates:
• Clean Water Services is developing the `Tualatin Interceptor' project-, which will be used
for upsizing the wastewater pipes from King City through Cook Park.
o Mr. McKnight met with designers about location of pipe. He suggested it run
through the parking lot through to the east side of the park.
o No construction until 2019
• Met with engineers for the Fanno Creek Trail alignment from Woodard Park to Grant
Street and Durham Road towards Tualatin.
• The Oregon Recreation & Park Association conference begins next week in Bend.
• The Leaf Disposal event recently began at Cook Park.
• The contractors for the Summerlake irrigation are on board, along with the Jack Park
playground renovation and the court resurfacing.
• The Teideman Pedestrian Bridge construction is set for spring 2018.
• The sewer construction at Potso Dog Park is completed.
7. Park and Recreation Discussion Items
Mr. Martin referred to the park system development charges handout:
• There was approximately $9 million total.
o $3 million went towards the Dirksen purchase.
• The city budgets about $250 thousand for the reimbursement portion.
• All capital improvement projects are funded for the 2017-2018 fiscal year.
• The capital improvement projects for the 2018-2019 fiscal year are close to being fully
funded.
Mr. Martin referred to the quarter mile and half-mile-walking distance to parks and open space
handout:
• The National Recreation and Park Association (NRPA) recently launched a 10-minute
walk to parks campaign, which is approximately a quarter up to half mile distance.
• The maps showed that the downtown triangle and the southeast triangle are missing
parks in those locations.
Wayne Gross thought it might be good the council and mayor sign on for the campaign.
8. PRAB Discussion Items for Council
The PRAB had the following to add or amend to their discussion items with Council:
• NRPA's 10 minute walk campaign

• The PRAB will wait for a homelessness update regarding the homelessness camps from a
task force member
• The PRAB would like an update on the downtown construction and development
• The PRAB would like to ask council for TTSD IGA assistance moving forward
9. Non—Agenda Items
• PRAB member Claudia had a baby boy
• There were no updates on city collaborations
10. Executive Session
An executive session was not held.
11. Adjourn
