• Minutes of Uovember 17, 1981
Attending: Members Allan Paterson, Cheryl Beshears, Pat Furrer,
Madalyn Utz, Eldon Johnson, Bill McMonagle, Roger
Brown, Lou Krupnick; city staff members Frank Currie
and Liz Newton; planners Don Driscoll and Dave Hess;
press and visitors .
Minutes of Nov. 3, 1981, were approved as submitted. Ulotion by
Furrer, seconded by Krupnick, passed unanimously) . After calling
the meeting to order at 7:47 p.m., President Paterson reported
briefly on his intention to recruit a new committee member from
the planning commission, and on theChamber of Commerce meeting
on urban renewal earlier in the day.
Don Driscoll explained the following changes in the review draft
of the Downtown Tigard Revitalization Plan:
1. Section 100 was added to provide introductory material .
2 . To Section 800, items were added to deal with the duration
of tax increment financing and financial reports required
by state statute . (While most of this section was routine,
Driscoll pointed out significance of Section 800 E, item 5,
addressing impacts on outside taxing districts .)
3 . Section 700 was modified only slightly so that each item
could be broken down into a description of "existing
conditions" and "activities planned. "
4. Section 900 was added, more thoroughly describing procedures
for amending the UR plan. (The committee spent substantial
time discussing this section with regard to restrictions
on property acquisition) .
5 . Section 1000 was added describing cooperative provisions of
the UR plan.
The rough draft of the plan was approved as submitted for presen-
tation to the city council on Nov. 23, 1981. (Motion by Brown,
seconded by Furrer, passed unanimously) .
Driscoll noted that consultants also will be presenting a "background
report" which contains more detailed financing and planning informa-
tion. Also in the works, he said, is an "idea package" of
"opportunity plans" outlining potential activities of the Downtown
Committee and the LTA'. Agency.
Bill McMonagle emphasized the need to implement some projects early
in the life of the UR Agency--for public relations reasons--even as
more detailed planning is initiated for major project proposals .
Driscoll agreed that it will be exceedingly important for the agency
to show vitality.
Roger Brown commended the work of consultants. Meeting adjourned at
8: 51 P.M.
