Minutes - February 11, 1981
Attending: Committee members Roger Brown and Carol Jones; staff
Aldie Howard; and observer Cheryl Beshears.
Lack of quorum: By 7:45 p.m. , it was assumed that a committee
quorum would not be achieved for the conduct of regular
business. It was noted that the chairman and vice chairman
had provided advance notice of their inability to attend.
Information items: Aldie Howard advised members that he has
estimated the assessed value of the downtown urban renewal
area at $15,981,000.
Discussion of RFP: Despite the lack of a quorum, those in
attendance proceeded with scheduled discussion of the
preliminary RFP prepared by city planning staff.
Brown and Jones concurred that the proposed RFP was "too
sketchy;" that the document should be fleshed out to
provide more detailed information and to minimize telephone
• inquiries from prospective consultants.
Brown and Jones further agreed that the RFP should reiterate
more precisely the committee's adopted goals pertaining to:
-- the need for transportation planning;
-- the need for additional downtown parking;
-- the need to encourage a greater commercial response;
-- the potential for civic center development; and
-- the need for a financing plan which includes all of the above.
Subsequent discussion focused on the means of revamping
the RFP. Brown and Jones accepted the offer of Beshears to
aid in the re-writing of the document according to the wishes
of the committee.
General discussion: Lack of attendance was discussed briefly,
and Beshears was delegated to contact members regarding the
importance of the Feb. 25 meeting.
