DESIGNATION: I-P: Industrial Park District. The I-P zoning district provides appropriate
locations for combining light manufacturing, office and small-scale commercial
uses, e.g., restaurants, personal services and fitness centers, in a campus-like
setting. Only those light industrial uses with no off-site impacts, e.g., noise,
glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory
site development review, design and development standards in the I-P zone
have been adopted to insure that developments will be well-integrated,
attractively landscaped,and pedestrian-friendly.

Notice is hereby given that the City of Tigard Community Development Director's designee has
APPROVED the above request, subject to a conditional of approval. The findings and conclusions on
which the decision is based are noted in Section IV.

CONDITION OF APPROVAL
THE FOLLOWING CONDITION SHALL BE SATISFIED
PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. Prior to issuance of building permits, the applicant shall obtain a tree removal permit for the
two (2) parking lot trees.
THIS APPROVAL SHALL BE VALID FOR 18 MONTHS
FROM THE EFFECTIVE DATE OF THIS DECISION.
SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 15230 SW Sequoia Parkway; north of SW Upper Boones Ferry Road, east of
SW Sequoia Parkway, and west of Interstate 5. The subject property is a 3,243-square-foot tenant space
(Suite 150) located inside an approximately 18,000-square-foot commercial building. The building is
located on a 2.12-acre tax lot (WCTM 2S112DA, Tax Lot 300), and is part of the Pacific Corporate
Center development complex (approximately 53 acres total). The site is zoned Industrial Park (I-P), as
are surrounding properties.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
Section 18.360.060.0 states that a Minor Modification shall be approved, approved with
conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: The applicant is proposing a minor modification to an existing tenant space (Suite 150)
at 15230 SW Sequoia Parkway. Specifically,the applicant proposes to:
a. Remove three (3) parking spaces, in order to accommodate a new outdoor seating area at the front
of the existing building. No changes to the building footprint are proposed. The subject tenant
space is located inside a multi-tenant commercial building, and is therefore subject to the required
minimum vehicle parking formula outlined in '1'DC 18.765.030.D. The table below calculates the
minimum off-street vehicle requirements based on this formula:

Staff finds that 74 parking spaces are required for the entire shopping center. Even with the
proposed removal of three (3) parking spaces, there is still adequate parking at the subject site,with
121 spaces remaining.
b. Remove 512 square feet of on-site landscaping and two (2) parking lot trees, in order to
accommodate a new mixed solid waste and recyclable storage area located at the rear of the existing
building. Staff reviewed the applicant's submitted site plans to confirm that even with the proposed
modifications, the project site continues to meet the 25% minimum landscape requirement for the
I-P zone (TDC Table 18.530.2) and the 30% minimum tree canopy cover requirement for all
parking areas (1UC 18.745.050.E). Additionally, the applicant provided documentation to confirm
the proposed storage area complies with the location, design, and access standards outlined in TDC
Chapter 18.755 Mixed Solid Waste and Recyclable Storage.
Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are
met. This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do
not apply.Therefore, the proposed development is not a major modification.This criterion is met.
CONCLUSION: The proposal is a Minor Modification of existing site development and is in
compliance with the applicable requirements of this Title.

Lina, sorry for the delay in getting back to you. The attached 2 exhibits address your questions about the 25%
landscaping requirement and the 30%tree canopy requirement. As discussed on the phone previously,the screening
requirement is addressed with the existing hedge on one side and a new arborvitae hedge as shown on the submitted
plan on the other side.
Hopefully this covers your questions and clears everything up for planning approval, but please let me know if you need

Hi Ryan,
I went out to the site today, and need more information regarding the location of the proposed waste
containers.
• Will any grass/turf be removed to accommodate the new waste containers? If so, demonstrate how
the site still meets the 25% landscaping requirement for the I-P zone.
• Will any trees be removed? If so, demonstrate how the site still meets the 30% tree canopy cover
for parking and loading areas.
• Screening is required on the east side of the waste containers that meets the following standard:
"Exterior storage areas shall be enclosed by a sight-obscuring fence wall, or hedge at least six feet in
height." From the site plan (attached), it's unclear if the proposed arborvitae hedge extends to the
east side, along the drive aisle. Demonstrate how this screening standard will be met.
