# 1 (5:03) Welcome and Introductions
Round the table introductions.
# 2 (5:05) Review and Approve Meeting Notes
September meeting minutes accepted by those in attendance.

#3 (5:30) Member and Guest Communications
• Report by Joyce of vehicle parked at Ash and Atwell Street blocking
access to Fanno Creek Trail connection. Buff explained there are no
city ordinances for this and that offending vehicle cannot be ticketed
or sited. Buff mentioned there may be an opportunity for addressing
this type of problem though current city process.
• 72nd and Beveland and traffic signal detection for bikes may not be
working, reported by Cherokee. There was a question if the signal is
under city or county responsibility for maintenance.
• It was mentioned that recent Bonita construction project work zone
had no warning signs for bikes. This raised a question about
accommodating users in work zone and what does city require for
road construction projects? There was a suggestion that PBS review
requirements for temporary bike and ped access during construction.
• Serge was selected to replace Steve Belding on committee for locally
preferred alternative for SW high capacity transit project (planning).
Serge shared comments about 6 options presented at recent
committee meeting. This prompted some questions from the group.

#4 (5:30) Speed Reduction Campaign (Jen & Cherokee)
Informational hand outs for Speed Reduction campaign were shared with the
committee. Jen provides comments and details on a campaign with some
suggestions regarding outreach like: yard signs, contacting schools,
information sharing at city events, town hall meetings, sharing with other
committees, etc. Outreach could include campaign slogan like "20 is plenty".
Steve suggested campaign should provide data on measurable results and
benefits, to help document program success.
Comments on pledge card proposal. Cards could be used for raffled items.
Buff was curious about use of cards, noting person would commit to driving x-
mile per hour under the speed limit. He made reference to speed studies.
Buff said the plan or step 1 could be to present to staff. Staff can then do a
outreach if needed.
Joyce summarized discussion; with Buff saying he could circle back with staff
and then report back to PBS.
#5 (6:02) Short term fixes for big projects (Ben)
Ben reminded PBS about TTAC, and committee ranking road construction
projects that are highest priority for Tigard. This is done every year by TTAC.
Buff shared the list of priority projects with details; noting list reads in order
of priority. Buff also shared traffic calming designs from various locations not
in Oregon.
#6 (6:20) Group Ride Ideas
Group passed on discussion item. Basil suggested PBS could write a letter to
Oregon Street Trust asking for their help in organizing or for their guidance
with regards to a Tigard group ride or rides in 2018.
#7 (6:21) Safe Routes to Schools program (Shaina)
Committee was introduced to Shaina Hobbs, new Tigard SRTS coordinator.
Shaina shared plans for continuing with back to school walking and biking
strategies and past result. Shaina is planning to talk with parents about kids
walking to school and where or what are the issues for doing this.
Planning to work on pedestrian and bike safety at schools. She also
mentioned other efforts like use of punch cards to help promote interest.
Jen mentioned after school enrichment program and the possibility of maybe
providing a safe walking skills course for kids. Serge mentioned Mary

Woodward and safety town program.
Shaina share powerpoint presentation and photos with committee. The
presentation outlined safe routes to schools efforts.
#8 (6:34) Engineering Update: Repaving/construction (Mike)
Printed materials on project construction, etc. were distributed to committee.
#9 (6:35) Next meeting
Some suggested items for next meeting or folk to invite include:
• Road construction and temporary access for bicyclists and pedestrians
and city of Tigard requirements.
• Ideas for low cost projects?
• Buff report on meeting with staff regarding Speed Reduction plan.
Not mentioned at October meeting but proposed during 2017:
• Shelley Oylear, Wash. Co. Bicycle and Pedestrian Coordinator. Shelley
has attended PBS meetings in the past.
• Kathy McAlpine, Tigard Police Chief recently hired.
• Metro Intertwine staff
• Bus Rapid Transit or Light Rail Transit and Station Development
