1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:34 p.m.
2. Approval of Minutes —September 13, 2017
Commissioner Inman moved to approve the September 13, 2017, minutes as
amended. Commissioner Jehnke seconded the motion. The motion passed by a
unanimous vote of the commissioners present, with Commissioners Henschel,
Inman,Jehnke voting yes.

4. Water Supply Update
Mr. Goodrich reported:
• Average water use for the month of September was 7.6 million gallons per day
(mgd). This usage is typical for this time of year, and slightly higher than our
10-year average by .5 mgd, and one-year averages by one mgd. Flows so far in
October have decreased to about 5 mgd.
• For the month of September, there was no change in aquifer storage recovery
(ASR) conditions. Stored water for ASR-one is approximately 53 days of supply
based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of
supply based on 1,500 gpm recovery rates.
• October 10 Bonita Pump Station data indicates a pH of 7.78 with 0.89 mg/L
chlorine residual, 29 mg/L alkalinity, and water temperature of 11.4 centigrade
(52 degrees F).
• For the month of September, staff received four water quality complaints
related to taste or odor. Each of these calls resulted in dispatching a crew to
conduct flushing to improve water quality. Staff generally conducts water
flushing to improve water quality.
• Water treatment plant operations continue to be normal. Ozone is fully
functional and operating without any problems reported by Lake Oswego
Tigard Water Treatment Plant staff.
• Clackamas River USGS information reports that the river is flowing at 1,070
cubic feet per second (cfs) with a mean value of 948 cfs. These flows are above
our conditional use parameters for October. Water temperature is 51 degrees F,
with a pH of 7.5, and turbidity less than 1 NTU. All of these parameters appear
seasonally normal.
5. Water Rate Update
• Mr. Goodrich informed the board that the next scheduled water rate increase is
effective January 1, 2018. The increase is programmed at 3.25% and is applied
to consumption and customer charges. The city has standard communication
protocols regarding rates and charges. A memo to the IWB and the 2018 rate
table was provided in the board packets.

Mr. Goodrich shared information regarding the celebration for the completion of
Lake Oswego Tigard Partnership project to be held Thursday October 12, 2017, at
3:00 p.m.

At 5:59 p.m., Commissioner Inman moved to adjourn the meeting. Commissioner
Jehnke seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioners Henschel, Inman, and Jehnke voting
yes.
