1. Call to Order, Roll Call, and Introductions
Commissioner Henschel called the meeting to order at 5:37 p.m.
2. Approval of Minutes —July 12, 2017
Commissioner Jehnke moved to approve the July 12, 2017, minutes. Commissioner
Inman seconded the motion. The motion passed by a majority vote of the commissioners
present,with Commissioners Henschel, Inman,Jehnke, and Woodard voting yes.
Commissioner Ocholi abstained.
3. Public Comments
There were no public comments.
4. Water Supply Update
Mr. Goodrich reported:
+ Average water use for the month of August was 10 million gallons per day
(mgd). This usage is typical for this time of year, and slightly higher than our
10-year and one-year averages by almost one mgd.

• For the month of August, there was no change in aquifer storage recovery
(ASR) conditions. Stored water for ASR well no. 1 is approximately 53 days of
supply based on 1,000 gallons per minute (gpm) recovery rates. ARS well no. 2
has 81 days of supply based on 1,500 gpm recovery rates.
• September Bonita Pump Station data indicates a pH of 7.47 with 0.74 mg/L
chlorine residual, 32 mg/L alkalinity, and water temperature of 18.9 centigrade
(66 degrees F).
• For the month of August, staff received three water quality complaints related
to taste or odor. Each of these calls resulted in dispatching a crew to conduct
flushing to improve water quality. Staff generally conducts water flushing to
improve water quality.
• Water treatment plant operations continue to be normal. Ozone is fully
functional and operating without any problems reported by Lake Oswego
Tigard Water Treatment Plant staff.
• Clackamas River USGS information reports that the river is flowing at 909
cubic feet per second (cfs) with a mean value of 915 cfs. These flows are above
our conditional use parameters.
5. Information Items
• Mr. Goodrich and Dennis Koellermeier met with council in a workshop
session on Tuesday, September 12, 2017, to provide an update on the
Willamette Governance Group. As more information becomes available, they
will be sharing it with IWB and council. Comments from council appear to be
favorable to staff negotiating on the Willamette Intake Facility.
• Mr. Goodrich and other members of Tigard Public Works staff met on
Monday, September 11, 2017, with state regulators who are doing a systematic
check-in regarding lead and copper rules. The meeting was positive and
everything is being done correctly in the spirit of the EPA rules.
• Future water usage in the Metro area was discussed.
• The status of the Water Watch case was discussed.

5. Information Items continued
• Commissioner Henschel inquired if the water treatment plant is complete and
if there is going to be a gathering. Mr. Goodrich said that the plant is
functioning, but there is still some landscaping to do. There will be a gathering
on the afternoon of October 12.
• Commissioner Henschel informed Commissioner Inman and Commissioner
Ocholi that several groups of people have been working on a new
intergovernmental agreement. He will have more information regarding the
agreement for them soon.
6. Non-Agenda Items
+► Mr. Goodrich shared information regarding the annual Clackamas River tour
event coming up October 7, 2017, from 7:30 a.m.-4:30 p.m.

At 6:16 p.m. Commissioner Ochoh moved to adjourn the meeting. Commissioner
Inman seconded the motion. The meeting adjourned by unanimous vote of the
commissioners present, with Commissioner Henschel, Inman,Jehnke, Ocholi, and
Woodard voting yes.
