Call to Order and Roll Call The meeting was called to order at 7 p.m. by Wayne Gross. 2. Approval of Minutes: July 10, 2017 and August 14, 2017 Troy Mears moved to approve the July 10, 2017 meeting minutes. Linda Shaw seconded the motion. The minutes were approved by unanimous vote of the board members present with Wayne Gross, Linda Shaw, Troy Mears, Dave Brown and Scott Winkels voting yes. Claudia Ciobanu and Ben Holmes abstained. Scott Winkels moved to approve the August 14, 2017 meeting minutes. Linda Shaw seconded the motion. The minutes were approved by unanimous vote of the board members present with Wayne Gross, Linda Shaw, Troy Mears, Ben Holmes and Scott Winkels voting yes. Dave Brown abstained. 3. Comments from the Audience Toraj Khavari, president of Friends of Bull Mountain Park, thanked the PRAB for their support and volunteerism and praised the parks division for their dedication to the city during this project. Toraj invited the PRAB to three events; the Ribbon Cutting Ceremony at Bull Mountain Park on October 15, the on-going fundraising campaign, and the annual holiday craft fair from December 21-22. Chris Garsteck, from the Dog Park Committee, also thanked the parks division. She wanted to know the timeline of the Potso Dog Park parking lot construction. Mr. Martin and Mr. McKnight did not have a timeline but would contact engineering to find dates. Chris invited the PRAB to the annual Howl-o-ween Canine Costume Contest on October 28 at Potso Dog Park. All handouts are on file in the PRAB folder. 4. Parks Updates Mr. McKnight gave the following park updates: • The parks division is working with finance to finalize Summerlake Park irrigation contract and the court resurfacing contract • The parks division is working on activating Cach Park by increasing access • Mr. McKnight met with engineering about revamping the Tualatin River Trail also known as the 108th trail • The Jack Park playground equipment will be installed this winter Mr. Martin gave the following park updates: • Installation has begun for the Dirksen Nature Park boardwalk and overlook • Tigard Water will need more water storage for River Terrace. They may need to use space at the Sunrise Park to place a water tank. The decision process for the placement of the tank will take approximately a year. 5. Recreation Update and Discussion Mr. Markey gave the following recreation updates: • Reviewed the FY16-17 and the FY17-18 classes and events • Write ups for the summer events (Movie in the Park, Concert in the Park, Pop Up in the Park and the Fun Run) • Reviewed the proposed plan for events and dates for the 2018 summer season • Reviewed the Fall/Winter Activity Guide • Updated the PRAB on Metzger After School Program plan for 2018 • Updated the PRAB on the Tigard Basketball Association plan; Tigard Parks & Rec is pulling away slightly this year • Updated the PRAB on the National Recreation and Park Association (NRPA) trip Linda Shaw gave the following suggestions: • Contacting the Tigard-Tualatin School District's Parent Student Organization's (PSO) to distribute materials • Contacting the Chamber of Commerce to seek sponsors for summer events Wayne Gross gave an update on the Sherwood YMCA. All handouts are on file in the PRAB folder. 6. PRAB Discussion Items for Council The PRAB has a joint meeting with the Council on December 19. Dave Brown recommended promoting and expanding the recreation program. 7. PRAB Liaison Reports There were no PRAB liaison reports. 8. Non —Agenda Items Wayne Gross mentioned the Saxony property construction on Main Street. He suggested Sean Farrelly come to the PRAB to discuss the property plan. Steve Martin mentioned that several park and recreation staff would be at the Oregon Recreation and Park Association conference during the next scheduled PRAB meeting. He suggested moving the meeting to November 6. The board agreed. Linda Shaw mentioned the ribbon cutting at Bull Mountain Park. 9. Executive Session An executive session was not held. 10.
