Others Present: Tigard residents Carmen Cordova, 11905 SW Summercrest Drive and Amy Chamberlain, 11825 SW Summercrest Drive. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd.Joe recorded the roll. 2. CONSIDER MINUTES The September 6, 2017 meeting Minutes were unanimously approved. 3. PUBLIC COMMENT Mses. Cordova and Chamberlain expressed their displeasure regarding the rock chip seal used on a test basis on their street. Mike noted an update mailer to property owners is planned for next week. Mike also stated that the street may receive a "slurry seal" next year as a remedial measure. 4. CIP REVIEW CYCLE Buff explained the changes made to the TTAC Standard Operating Procedures for prioritizing CIP transportation projects. The SOP outlines responsibilities and schedules for both the City staff and TTAC. Members voted unanimously to accept the SOP. Buff presented the City Gas Tax project list memo. Projects may drop off or be added to the list and will then be presented to TTAC for approval.After discussion,members voted unanimously to approve the list and transmit it to the City Manager. 5. TRANSIT SUBCOMMITTEE LAUNCH Tigard's volunteer webpage now includes information and the application for the Transit Subcommittee.A recruitment flyer is under development by the City as well. Buff announced Tri Met is planning a new route from Tigard to Beaverton in March. 6. CITY COUNCIL ANNUAL JOINT MEETING PREP Kevin reviewed the format for the October 24 meeting. Recommendations to Council will include requiring a physical sign with road construction information at upcoming construction and maintenance project sites, maintain an alternate pedestrian and bicyclist route during road construction, and development of a pedestrian plan. PBS is advocating for a Drive Slowly campaign to drive the speed limit or slower in certain hours. B. The Planning Commission heard about administrative procedure changes. C. The SWC discussed a document outlining the pros and cons of the different rail alignments. 9. ADJOURNMENT Chair Watkins adjourned the meeting at 8:45 p.m. Jo atton,TTAC Meeting Secretary 4 ATTEST: Kevin Watkins, Chair Page 2of2 TTAC Standard Operating Procedures Transportation Capital Improvement Program ,CIPZ The CIP is a list of large capital projects (>$50K) that are planned and budgeted for over the next 6 years. • The CIP should implement approved master plans,area plans,and strategic plan. • The CIP should have minimal variation from year to year. New projects should come into the plan in the"out"years,as CIP projects move up in the queue over time. • The CIP should continue to include public participation,albeit right-sized to protect and promote stability and continuity. • The Transportation CIP must allow for some degree of mutability because transportation projects are more reliant on outside funding and grant opportunities. Three Project Lists: • The Uber List is maintained by Engineering and Community Development in real time. • The Qualified List is created annually through a collaboration of Public Works and Community Development. • The Transportation CIP List is updated biennially by Public Works,Community Development and Finance departments with input from TTAC.It is formally proposed by the City Manager for annual approval by the Budget Committee and adoption by Council. List Descriptions: • The Uber List contains any project nominated from any formal plan,prior process,council request, economic development-related or field-discovered need.It is a database of all possible projects. Each project is screened for feasibility&compatibility,and those that pass the screening are scored. Some projects are either committed projects (fully funded and/or designed and ready),or safety projects. These are considered non-discretionary. • The Qualified List contains around 15 years (according to funding projections) of Uber List projects that have passed through the screening process and achieved high scores under the rating process.This list will include discretionary projects and non-discretionary projects.Projects that are considered"safety"projects or"committed"projects are non-discretionary. • The Transportation CIP List is a subset of the Qualified List. It will include non-discretionary projects and discretionary projects based on funding source availability, staff analysis,and TTAC input.It is based on 6 years of expected funding and staff resource projections. It is published in the annual budget. CIP SOP:This SOP is created pursuant to TTAC bylaws Sections I,parts E, 1. 1. Typically every other year,in preparation for the regularly scheduled September TTAC meeting,City staff will provide TTAC with a Qualified List with the noted discretionary and non-discretionary projects,and a summary page describing each project. Staff will present the projects and provide additional information as requested. 2. TTAC members will complete an agreed-upon evaluation and prioritization procedure for the Qualified List by the October meeting.The resulting prioritized list of discretionary projects will be communicated to the City staff by October 15th. 3. Staff will take this prioritization list into consideration when developing the Transportation CIP List. Based on the CIP List of both non-discretionary and discretionary projects,and projects of importance that may be less than the CIP cost threshold,city staff will provide a list of projects slated for funding via city gas tax fund#205,the years of expected city gas tax funding,the total city gas tax funding the total cost of the project,and a summary page describing each project. 2. TTAC will formally approve a list of projects pursuant to meeting the requirements of 3.65.270 (3.) in accordance with the annual city budget schedule,or as necessary. Tigard Municipal Code 3.65.270 (3.) Use of Tax Revenues, 3. The Tigard Transortation Adtisory Committee shall create and maintain a pr ject list, which designates in order of priority, the prjedsjor which net revenue shall be used subsequent to suficient funds being collected to fully finance and pay for the Greenburg Road/Highway 99/Main Street intersection improvements. Emergency structural repairs (with a 5-year design life) were completed this summer. Highland Drive to 100th Avenue Trail Connection The streets crew is building a trail connection from Highland Drive to the south end of 100th Avenue as part of our Pedestrian and Cyclist Connections Program. Paving is planned Oct 4 (Weather and mix permitting). Dirksen Nature Park— Boardwalk and Overlook Improvements A contractor is constructing an elevated boardwalk in Dirksen Nature Park. The boardwalk will be "tucked into" the woods near the exercise equipment. An overlook has been completed off of Tigard Street. The park will remain open during construction. East Tigard Sewer Improvements The City of Tigard and Clean Water Services are installing a new sanitary sewer line along Red Rock Creek between the railroad tracks and Hunziker Rd, and a connecting sewer line under the dog park parking lot. Work is planned from mid-August through December. A portion of the parking lot and a section of the large dog area will be fenced off and used for construction equipment and material storage. The parking lot will be closed (with temporary parking along Wall St) for ten days in late October. Notification signs will be posted. Potso Dog Park will remain open during construction. Walnut Street (Tiedeman to 116th and intersection with 135th) The contractor is working on landscaping, finish work, cleanup items, and other work near Fowler Middle School. New crosswalks have been marked and flashing lights installed at 116th Ave and at the school driveway. http://www.co.washington.or.us/LUT/TransportationProlects/walnut-st-116th-to-tiedeman-and-135th- intersection.cfm 80th Avenue/Ash Creek Culvert Replacement Washington County has replaced the culvert where 80th Ave crosses Ash Creek. Construction work continues on the project with some flaggers and traffic delays. Fields Natural Area Oak Release A contractor for Metro has removed trees in the Fields Natural area (north of Milton Ct between Fanno Creek and the railroad) to improve the growing environment for native Oak trees by removing other trees that are crowding out the oaks. Bull Mountain Road (between Grandview Lane and 133rd) and Beef Bend Road (between Peachtree Drive and Colyer Way) Washington County is overseeing construction projects with potential lane closures on Bull Mountain Road and Beef Bend Rd. A center turn lane is being added on Bull Mountain Rd at 150th Ave. Questions can be directed to the County construction group at 503-846-7800 or via the website www.wc-roads.com. River Terrace River Terrace subdivisions are under construction on both sides of Roy Rogers Rd south of Scholls Ferry Rd and west of 150th Ave south of Bull Mountain Rd. Derry Dell Creek and 118' Ct Landslide and Stormwater Outfall Repair A contractor is working to stabilize a landslide area and repair a stormwater pipe on Derry Dell Creek near 118th Ct. The trail along Derry Dell Creek will be closed near 118th Ct during the work. Contact Carla Staedter at 971-255-7726 with questions. Main Street at Fanno Creek Property Demolition A contractor has removed the buildings on 12533 and 12537 SW Main Street adjacent to Fanno Creek. Grass seeding is planned this week. Hall Blvd Crosswalk The Oregon Department of Transportation is installing flashing beacons and a median island and making other improvements to the crosswalk on Hall Blvd about 400 feet north of Hwy 99W (between Joann Fabrics and Wells Fargo Bank). Some delays are possible with traffic controlled by flaggers during the work. Fanno Creek Trail (Woodard Park to Bonita and Hall Blvd to Tualatin) Design work is beginning in earnest for a project to improve an existing segment and build the remaining segments of the Fanno Creek Trail from Woodard Park to Bonita Road, and build a new connection from the end of 85th Avenue (Hall Boulevard) to the Tualatin Bridge. Highway 99W Pavement Repairs A contractor for ODOT will be repairing small areas of pavement on Hwy 99W southwest of 1-5 (near Buster's), and on southbound 99W through the Fischer Rd intersection on Saturday night 10/7.
