1. CALL TO ORDER
Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library,
2nd Floor Conference Room, at 13500 SW Hall Blvd.Joe recorded the roll.
2. CONSIDER MINUTES
The August 2, 2017 meeting Minutes were unanimously approved.
3. PUBLIC COMMENT
Jill McMahon voiced her displeasure with the rock chip seal used on Summercrest Dr. Mike
explained it is a pilot project designed to save money and eliminate some of the paving backlog. He
noted that Vancouver and Clark County use this process with good results.A meeting with residents
will be scheduled to discuss the issue.
4. CIP STATUS
Kevin noted there is no CIP activity for TTAC this year. Elise asked for TTAC notification of any
additional funding received before the process next year and what transportation projects it will
fund.
5. ENGINEERING PROJECT UPDATES
Mike briefly discussed the project updates.
6. TRANSIT SUBCOMMITTEE CHARTER/BYLAWS
Erik noted the changes from the last meeting. The vote was unanimous to adopt the Transit
Subcommittee Policies and Protocol. A second unanimous vote appointed Erik as Chair and Lonnie
as Vice Chair.
7. COMPLETE STREETS—TRAFFIC CALMING POLICY
Kevin briefly reviewed previous discussions. Buff and Sam gave a brief presentation on current
policies that support Complete Streets and Traffic Calming. Buff will present an overall plan and
schedule for development of the Complete Streets program at the November meeting.

8. PROPOSED REVISIONS—CIP REVIEW PROCESS
Buff briefly reviewed the current procedures. He will provide revised procedures, a draft City Gas
Tax Projects list and a draft Ordinance revision.The September meeting Agenda will include the
Qualified List on a biennial basis.
9. ANNUAL MEETING WITH CITY COUNCIL
The joint meeting with Council will occur on October 24 at 6:30 p.m.
10. LIAISON REPORTS—PBS, PLANNING COMMISSION
A. PBS is advocating for a Drive Slowly campaign to drive the speed limit or slower in certain
.hours.
B. The Planning Commission approved parking west of Sabrina in River Terrace and the
concept plan for a 264-unit apartment and a 100,000 square foot office space.
C. The SWC Draft Environmental Impact Study is due in January. In order to apply for a fifty
percent match in federal funding the project must maintain a medium high funding ratio.
There is an Equitable Housing workshop on October 14 from 9:30 a.m. to 12:30 p.m. at
Markham Elementary.

Construction Project Update — September 6, 2017
Tigard Street Bridge Repairs
The Tigard Street bridge over Fanno Creek was reopened to traffic ahead of schedule Thursday afternoon August
31St. The temporary structural repairs to the underside of the bridge have been completed. The contractor will
complete a few remaining nonstructural items next week.
Dirksen Nature Park—Boardwalk and Overlook Improvements
A contractor is constructing an elevated boardwalk and a concrete overlook in Dirksen Nature Park. The boardwalk
will be "tucked into" the woods near the exercise equipment and the overlook will be sited off of Tigard Street. The
park will remain open during construction.
East Tigard Sewer Improvements
The City of Tigard and Clean Water Services are installing a new sanitary sewer line along Red Rock Creek between
the railroad tracks and Hunziker Rd, and a connecting sewer line under the dog park parking lot. Work is planned
from mid-August through December.
A portion of the parking lot and a section of the large dog area will be fenced off and used for construction
equipment and material storage. The parking lot will be closed (with temporary parking along Wall St) for ten days
in October. Notification signs will be posted. Potso Dog Park will remain open during construction.
Pavement Overlays
The major paving work for this year is complete. Crosswalk flashing lights have been installed on Bonita Road at
79th Ave. Pavement striping has been completed; Finish work is in progress. Contact Mike McCarthy at 503-718-

Improvements for cyclists and pedestrians include:
Curb ramp retrofits for rollability
New buffered bike lanes on Gaarde St between Walnut St and Greenfield Dr.
New uphill bike lane and downhill shoulder space on Greenfield Dr. from Gaarde St to Benchview Terr,Widened
bike lanes on Bonita Rd from 76th Ave to Hall Blvd, and
A new crosswalk with flashing beacons across Bonita Rd at 79'Ave / Fanno Creek Dr.
Walnut Street (Tiedeman to 116' and intersection with 135`'')
The contractor is working on landscaping, finish work, and cleanup items near Fowler Middle School. New
crosswalks have been marked and flashing lights installed at 116'Ave and at the school driveway.

80th Avenue / Ash Creek Culvert Replacement
Washington County has replaced the culvert where 80'Ave crosses Ash Creek and reopened 80' Ave.
Construction work continues on the project with some flaggers and traffic delays.
Fields Natural Area Oak Release
A contractor for Metro is starting to remove trees in the Fields Natural area (north of Milton Ct between Fanno
Creek and the railroad) to improve the growing environment for native Oak trees by removing other trees that are
crowding out the oaks. Contact Metro scientist Kate Holleran at 503-813-7543 with questions.
Bull Mountain Road (between Grandview Lane and 133rd) and
Beef Bend Road (between Peachtree Drive and Colyer Way2
Washington County is overseeing construction projects with potential lane closures on Bull Mountain Road and
Beef Bend Rd. A center turn lane is being added on Bull Mountain Rd at 150'Ave. Questions can be directed to

River Terrace
River Terrace subdivisions are under construction on both sides of Roy Rogers Rd south of Scholls Ferry Rd and
west of 150`'Ave south of Bull Mountain Rd. All of these developments will be adding sidewalks and bike lanes

Derry Dell Creek and 118`' Ct Landslide and Stormwater Outfall Repair
Construction begins this week to stabilize a landslide area and repair a stormwater pipe on Derry Dell Creek near
118`' Ct. The trail along Derry Dell Creek will be closed near 118`'' Ct during the work. Contact Carla Staedter at

Main Street at Fanno Creek Property Demolition
On Monday a contractor will begin demolition of the existing buildings on 12533 and 12537 SW Main Street
adjacent to Fanno Creek.Work is scheduled through October. Work will occupy a couple parking spaces, and a
sidewalk detour will be provided. Contact Andy Newbury at 503-718-2472 with questions.
Hall Blvd Crosswalk
The Oregon Department of Transportation is installing flashing beacons and making other improvements to the
crosswalk on Hall Blvd about 400 feet north of Hwy 99W (between Joann Fabrics and Wells Fargo Bank). Some
delays are possible with traffic controlled by flaggers during the work.
Pavement Striping
This week, City staff worked with a hired crew from Marion County to refresh the paint on yellow centerlines and
white edge lines on streets around Tigard.
ODOT Bridge Deck Sealing—Kruse Way over I-5 and Upper Boones Ferry Rd/Carman Dr over I-5
ODOT contractors will be sealing the decks of the Kruse Way bridge over I-5 and the Upper Boones Ferry Rd /
Carman Dr. bridge over I-5. Night closures of these bridges will be necessary to seal the decks. More information is

schedule is:
Upper Boones/Carman over I-5: Tuesday night 9/12—The bridge will be closed 9pm to 5:30am.
Kruse Way (Hwy 217) over I-5: Thursday 9/14,Monday 9/17, and Tuesday 9/18 nights —Southeast bound traffic
on the bridge and the left turn lane from Kruse Way onto I-5 south will be closed each night from 10 pm to 5:30
am.

Policies and Protocol
Purpose of Subcommittee:
1. Advise staff and the TTAC on issues affecting public transportation within the City of
Tigard and the region.
2. Advocate for improving and enhancing public transit access and availability in the City, as
well as transit services which better connect the City with neighboring communities.
3. Promote public transit as an efficient, equitable and useful method of traveling to, from, and
around our City, and encourage the use of transit to support the residents and businesses of
our City.
Membership:
1. The Tigard Transit Subcommittee is composed of nine members of the community who
have an interest in public transit within the City. Preference is given to residents of Tigard
who use the existing public transit service in Tigard, though others who live near or work in
Tigard are eligible. At least one member of the Subcommittee will also be a member of
TTAC.
2. If possible, at least two members shall be youth members of the community, one of whom is
also a member of the Youth Advisory Committee. For the purposes of this subcommittee, a
youth is defined as someone between the ages of 16 and 26 at the time of appointment to
the committee.
3. Subcommittee members are appointed by the TTAC following an application process
established by the TTAC.
4. Members serve an initial one-year term. If reappointed, subsequent terms are two years in
length. Members may serve consecutive terms. Terms are staggered to provide continuity on
the subcommittee.
5. Members may recommend the removal of a member for nonparticipation. This would
typically be demonstrated by absence from three consecutive meetings. The TTAC takes the
official removal action.
6. Members may resign at any time.
7. The TTAC may fill committee vacancies as they arise by appointing a new member to serve
the remainder of the vacated term.
Chair:
1. This chairperson presides at all meetings and is the designated spokesperson for the
subcommittee at outside activities. The chairperson may designate other subcommittee
members to be the spokesperson for specific events.

This SOP is created pursuant to TTAC bylaws Sections I,parts D and E, 1.
Transportation Capital Improvement Program CIPS
The CIP is a list of large capital projects (>$50I) that are planned and budgeted for over the next 6 years.
• The CIP should implement approved master plans, area plans,and strategic plan.
• The CIP should have minimal variation from year to year. New projects should come into the plan
in the"out"years,as CIP projects move up in the queue over time.
• The CIP should continue to include public participation,al bei t-sized to protect and promote
stability and continuity.

• The Uber List contains any project nominated from any formal plan,prior process,council request,
economic development-related or field-discovered need. It is a database of all possible projects.
Each project is screed .for feasibility& compatibility,and those that pass the screening are scored.
Some projects are either committed projects (fWly funded and/of designed and ready),or safety
projects. These are considered ran-discretionary.
• The Qualified List contains around 15 years (according to funding projections) of Uber List
projects that have passed through the screening process and achieved high scores under the rating
process. This list will include discretionary projects and non-discretionary projects. Projects that are
considered"safety"projects or"committed'rojects are non-discretionary.
• The Transportation CIP List is a subset of the Qualified List. It will include non-discretionary
projects and discretionary projects b d on funding source availability, staff analysis,and TTAC
input. It is based on 6 years o unding and staff resource projections. It is published in
the annual budget.

2. TTAC members should comment on this list of projects prior to or during the October monthly
meeting. Staff will present these projects at the October meeting,respond to comments,and take

3. TTAC will provide staff with a preferred priority of the discretionary projects that need not exceed
10 years of funding projections. Staff will take this into consideration when developing the
Transportation CIP List.
4. Pursuant to Section I,part D,and TMC 3.65.270 (3.),TTAC will provide a list of CIP projects which
meet the requirements of 3.65.270 (3.) to staff by Nov 30 of each year.

SECTION I. CHARGE AND DUTIES
A. The Tigard Transportation Advisory Committee (TTAC) hereafter referred to as the"Committee" shall
have no powers except as conferred by resolution, City Charter,Tigard Municipal Code, or the Oregon
Revised Statutes.
B. The Committee and its members shall conduct itself in a manner that's in keeping with applicable federal,
state, and local laws pertaining to conduct and ethics and the City of Tigard Code of Conduct. Any violation
of the provisions of such laws shall be grounds for removal from office.
C. It shall be the function of the Committee to act as an advisory body to the City Council and city staff
pursuant to these bylaws.
D. The Committee shall create and maintain a project list,which designates in order of priority, the projects for
which city motor vehicle fuel tax revenue is to be used.
E. TTAC may serve in an advisory role to staff and Council on a broad range of relevant transportation issues
reflecting city priorities and work program capacity,including:
1. Project prioritization for funding in the Capital Improvement Program
2. Preparation of multimodal transportation system plans and corresponding transportation
financing/capital investment programs
3. Developing funding mechanisms and sources to implement transportation projects
4. Traffic safety
5. Input on project development and concept design
F. The Committee may form subcommittees to investigate areas relevant to its charge or duties pursuant to
this section.
1. A subcommittee shall include at least one member who is also a member of TTAC.
2. A subcommittee shall operate in accordance with the TTAC bylaws, subject to the direction of
TTAC and City Council.
3. A subcommittee shall provide an annual report to TTAC; the annual report may be in the form of a
joint meeting.
4. TTAC may dissolve a subcommittee at the time that TTAC determines the work to be substantially
completed or no longer productive.
