Others Present: TTAC Liaison Councilor Marc Woodard. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. 2. MEMBER INTRODUCTIONS Joe recorded the roll. 3. CONSIDER MINUTES The June 7, 2017 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT There was no public comment. 5. STATE TRANSPORTATION BILL- OVERVIEW Buff gave a breakdown of the funding from House Bill 2017. Sources of revenue include privilege tax (sales of new cars),bike excise tax,gas tax,increased vehicle title and registration fees,new payroll taxes and Congestion"Value"pricing. Projections over ten years are for it to generate approximately$12 million for Tigard. It also includes $10 million for Safe Routes To School grants, increasing to $15 million in 2023. 6. TRANSIT SUBCOMMITTEE CHARTER/BYLAWS Erik presented a draft version of the bylaws for committee review and comment. Paragraph three of the Purpose will change potentially to "as a useful and equitable mode...". Membership will change to include one member of the TYAC and one youth aged 16—26 from the public at large,if possible. Staffing will be from Community Development and/or Public Works. Erik will circulate an updated version for committee review and planned action at the September meeting. 7. CIP/QUALIFIED LIST PROCESS CIP action will take place on a biennium basis,but there will be an item presented in September with action to be taken at the October meeting. Buff reviewed the process from last year including the projects ranked by TTAC. Projects are receiving fewer bids and construction costs have been rising about 10%per year since 2010. TTAC members discussed how to clarify their charge and duties. Staff will create a process document for discussion at the next meeting. 9. PLANNING CALENDAR Kevin noted the joint meeting with Council is in October. 10. ENGINEERING PROJECT UPDATES Mike distributed the 2017 Slurry Seal Construction Schedule and the ODOT infographic from the Portland Region 2016 Traffic Performance Report. He also and briefly discussed the project updates. 11. LIAISON REPORTS—PBS, PLANNING COMMISSION A. PBS discussed traffic calming. B. The Planning Commission continued the hearing on the West River Terrace parking modification request. C. SWC will meet on August 7.July discussion included routes through Tigard. Alignment along rail lines is awaiting ruling on spacing between lines due to hazardous materials transportation. 12. The infrastructure described must include pavement and bridges. • (2) By February 1 of each odd-numbered year, every city and county shall submit a report covering the condition of its transportation infrastructure. • Section 12 - OTC will have a website with all STIP project information for the most current 6-year period. All cities, the amount of transportation funds collected and the sources, and how much spent by type (366.774(2) and 366.790(2)). DRAFT-Tigard Transit Subcommittee Policies and Protocol Tigard Transit Subcommittee of the Tigard Transportation Advisory Committee (TTAC) - DRAFT Policies and Protocol Purpose of Subcommittee: 1. Advise staff and the TTAC on issues affecting public transportation within the City of Tigard and the region. 2. Advocate for improving and enhancing public transit access and availability in the City, as well as transit services which better connect the City with neighboring communities. 3. Promote public transit as a primary mode of traveling to, from, and around our City, and encourage the use of transit to support the residents and businesses of our City. Membership: 1. The Tigard Transit Subcommittee is composed of nine members of the community who have an interest in public transit within the City. Preference is given to residents of Tigard who use the existing public transit service in Tigard, though others who live near or work in Tigard are eligible. At least one member of the Subcommittee will also be a member of TTAC. 2. Subcommittee members are appointed by the TTAC following an application process established by the TTAC. 3. Members serve an initial one-year term. If reappointed, subsequent terms are two years in length. Members may serve consecutive terms. Terms are staggered to provide continuity on the subcommittee. 4. Members may recommend the removal of a member for nonparticipation. This would typically be demonstrated by absence from three consecutive meetings. The TTAC takes the official removal action. 5. Members may resign at any time. 6. The TTAC may fill committee vacancies as they arise by appointing a new member to serve the remainder of the vacated term. Chair: 1. This chairperson presides at all meetings and is the designated spokesperson for the subcommittee at outside activities. The chairperson may designate other subcommittee members to be the spokesperson for specific events. 2. The subcommittee may designate a vice-chairperson who will assume the duties of the chairperson in his/her absence. TTAC Liaison: 1. A member of Tigard Transit Subcommittee and TTAC will be the designated liaison to report at TTAC meetings. Page 1 of 2 DRAFT-Tigard Transit Subcommittee Policies and Protocol Elections: 1. Elections of the Chair,Vice-Chair, and Liaison will occur annually. Voting: 1. Each committee member is entitled to one vote. 2. City staff will not vote. Meetings: 1. The subcommittee meets at a frequency, date, and time to be set by the subcommittee. The initial meeting schedule is every other month in the late afternoon. 2. Additional meetings may be called by a majority of members or by the chairperson. 3. All meetings are open to the public. Conduct of Meetings: 1. All official decisions require a quorum of more than half of the current members. 2. The subcommittee may establish rules of procedure as deemed necessary for the conduct of business. 3. An opportunity will be provided at each meeting for visitor communication on agenda and non-agenda items. Conduct through TTAC: As an advisory group to TTAC, official communications to administration or to outside groups should go through TTAC as a general rule, and when timing is of the essence,notification to TTAC shall be provided. Staff Support: The City will provide a staff member to serve as a liaison with the City's Public Works and Community Development departments. Staffing for this subcommittee will be primarily from the Public Works department,with assistance from the Community Development department. This may be a viable way to preserve deteriorated streets for less cost than a pavement overlay. Pavement Overlays The paving contractor will be working Friday 8/4, Monday 8/7, and Tuesday 8/8 on Bonita Road. Expect traffic delays and some short-term detours for turning movements during the work. Pavement striping and other finish work will be taken care of over the next few weeks. Signs have been posted and cards sent to notify the public of upcoming construction. Slurry Seal A large project is underway to restore the surface of 14 miles of neighborhood streets around Tigard. Crack sealing and pavement patching have been completed. Slurry seal work is now 80% complete. This week the contractor is spreading a slurry seal surface treatment on these streets to counter the effects of years of weathering and usage. Tigard Street Bridge Repairs A contractor will be making temporary repairs to the structural members of the Tigard Street bridge over Fanno Creek. Tigard Street will be closed at Fanno Creek, with traffic detoured via North Dakota Street. This work is tentatively scheduled from August 21 through September 1. Scholls Ferry Road Paving A Washington County contractor is scheduled to pave Scholls Ferry Road at night from July 13 —August 10. Expect lane closures, traffic delays, and construction noise from 8 pm to 6 am on weekday nights. 80th Avenue/Ash Creek Culvert Replacement Washington County is replacing the culvert where 801h Ave crosses Ash Creek. 801h Ave is scheduled to be closed from August 2nd through 23rd between Elmwood (south of Taylors Ferry) and Hemlock (north of Locust). Fern Street Closure—PGE tree removal —August 2-3 PGE crews will close Fern Street on Wednesday August 2 and Thursday August 3 from Sam to 4pm for emergency tree removal. Traffic will be detoured via Walnut St and Barrows Rd. Fields Natural Area Oak Release A contractor for Metro will be working in the Fields Natural area (north of Milton Ct between Fanno Creek and the railroad) to improve the growing environment for native Oak trees by removing some other trees that are crowding out the oaks.
