Others Present: Ken Rehms. 1. CALL TO ORDER Chair Watkins called the meeting to order at 6:30 pm. The meeting was held in the Tigard Library, 2nd Floor Conference Room, at 13500 SW Hall Blvd. 2. MEMBER INTRODUCTIONS Joe recorded the roll. 3. CONSIDER MINUTES The May 3, 2017 meeting Minutes were unanimously approved. 4. PUBLIC COMMENT There was no public comment. 5. TRAFFIC ENFORCEMENT The guest speaker was unable to attend. Buff solicited specific topics members would like to discuss with the Officer and will submit the list and try to reschedule. 6. TRIANGLE URBAN RENEWAL NEXT STEPS Susan noted the passage of the Urban Renewal measure. The City will apply for a Metro 2040 grant for the Tigard Triangle Urban Renewal Implementation Project. It will help with planning the infrastructure projects, a more detailed financing plan, and land acquisition planning. There is also a change to the development Code underway to spur incremental development known as the Triangle Lean Code. 7. RIVER TERRACE UPDATE Susan distributed three maps: South Cooper Mountain and River Terrace Development,River Terrace Future Conditions and River Terrace Opportunities. Most of the development shown for Beaverton is not currently approved. Roy Rogers Rd. will be widened and a signal at Bull Mountain will be installed. The topic will be discussed at the August meeting. 9. INFORMATION SHARING Kevin briefly discussed highlights of an article he read on Public-Private Partnerships. 10. ENGINEERING PROJECT UPDATES Mike distributed and briefly discussed the current transportation project updates. 11. LIAISON REPORTS—PBS, PLANNING COMMISSION A. There is a Bike to Market event on June 11. B. The Planning Commission recommended approval for a code change allowing a car dealership in the Washington Square Mall area. C. Several business owners along the proposed Beveland route are opposed to that alignment. TriMet is looking at a connection to PCC via SW 53`d Avenue,potentially with the use of autonomous twelve passenger vehicles.The I-5 alignment and railroad right of way options are being discussed. Several discussions will take place regarding the Tigard alignments in the next couple of months, so a request will be made for a presentation to TTAC. 12. Major paving work is planned to start at 6pm Friday June 9th, and continue through the weekend until 7am Monday June 12th. The traffic signal will be shut down for the weekend. Traffic will be controlled by flaggers. Expect significant traffic delays during the day Saturday 6/10 and Sunday 6/11, and some delays at night. http://www.wc-roads.com/index.cfm?page=2 Hall Boulevard (Burnham-Fanno Creek and Bonita Intersection) Paving ODOT maintenance crews are paving short sections of Hall Blvd —from Burnham St to Fanno Creek (near City Hall), and part of the Hall/Bonita intersection. Crews are currently installing and paving over a waterproof membrane on the Hall Blvd bridge over Fanno Creek, with traffic controlled by flaggers. ODOT plans to close Bonita Rd at Hall the night of June 12 for striping. ODOT's project manager is Stacy Stubblefield 971-673-1343. Walnut Street (Tiedeman to 116th and intersection with 135th) The major paving work on Walnut Street has been completed. The contractor is wiring the new traffic signal at Walnut/1351h, which is anticipated to be operational in a couple of weeks. The contractor is working on landscaping, finish work, and cleanup items near Fowler Middle School. http://www.co.washington.or.us/LUT/TransportationProjects/walnut-st-116th-to-tiedeman-and-135th-intersection.cfm Canterbury Lane (Hwy 99W to 106th Ave) Crews are adjusting manholes and catch basins along Canterbury and 109th. Final paving is scheduled June 12th and 13th. Paving is planned to start at Hwy 99W at about 3am on Monday the 12th, then continue up Canterbury then 109th. Traffic will be controlled by flaggers in the work zone; delays likely on Canterbury and 109th. Hwy 99W traffic should be as normal after 6am Monday. Durham Road near Tigard High School and Durham Elementary School Crews are installing signs and lights for 'School 20 When Flashing' signs and other signage changes along Durham Road and its side streets near Tigard High School and Durham Elementary School. These school zones will be converted this summer from 'School 20 - 7am to 5pm' to 'School 20 When Flashing.' Walnut Street near 132nd Avenue and 133rd Avenue A developer is building a new subdivision along the south side of Walnut Street between 132nd Ave and 133rd Ave. Work includes new utility connections under Walnut Street; some delays likely. 132nd Ave / 133rd Ave near Alberta Rider School A developer is building a 16-lot subdivision between 132nd Ave and 133rd Ave near Alberta Rider School. 115th Avenue between Tigard St and North Dakota St A developer is building a 9-lot subdivision on the east side of 115th Ave between Tigard St and North Dakota St, and will build sidewalk along 115th and a pathway connection to Suzanne Ct. Hwy 99W Near Bull Mountain Road and along 109th Ave A developer is building a new subdivision on the east side of Highway 99W across from its intersection with Bull Mountain Rd. Some delays may occur between gam and 3pm when the builder is working near Hwy 99W. Bull Mountain Road at 150th Avenue A contractor is rebuilding Bull Mountain Road at 150th Avenue to add a center turn lane, adjust grade, improve sight distance, and better accommodate turning traffic to and from new subdivisions. Bull Mountain Road traffic is being controlled by flaggers; Expect delays. River Terrace River Terrace subdivisions are under construction on both sides of Roy Rogers Rd south of Scholls Ferry Rd, and west of 150th Ave south of Bull Mountain Rd. Hall Blvd Crosswalk (350' North of Hwy 99W) The Oregon Department of Transportation (ODOT) is beginning construction of an improved crosswalk with a new flashing beacon at the crosswalk on Hall Blvd 350 feet north of Hwy 99W (between Joann Fabrics and Wells Fargo Bank). Commercial Street (Lincoln to Main) Sanitary Sewer Commercial Street is planned to be closed to vehicular traffic from Lincoln St to Main St from June 12th through 16th for installation of a new sanitary sewer line.
