08/17/2017 - Summary Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) Meeting Date Thursday, August 17th, 2017 5:00 to 6:30 PM Location Red Rock Room, City Hall, Tigard PBS Members: Joyce Casey (Chair), Jen Vasicek (co-Chair); Serge Killingsworth, Jonny Polivka, Cherokee Schill, Basil Christopher(notes); City staff- Buff Brown, and Sam Copelan (intern) Visitors: Item # (Time) AGENDA Items with Meeting Notes # 1 (5:05) Welcome and Introductions Round the table introductions. # 2 (5:11) Review and Approve Meeting Notes July meeting minutes accepted by those in attendance. NOTE: PBS is not required to approve its notes/minutes. # 3 (5:12) Member and Guest Communications/Announcements Buff share information about pedestrian crossing improvement and construction work underway on Hall Blvd.just north of 99W (at Joann's Fabrics location). The project will install a Rapid Rectangular Flashing Beacon and other crossing improvements. The annual Wash Co BTC Bike Camp is in July. Update on River Terrace and request to remove bike lanes and replace with on-street parking. The request was approved. PBS discussed the change. Comment on how parking may slow down traffic. Sam asked about roadway width; could suggest a different roadway section with future development. Jonny made comment about problem pedestrian crossing areas on Fanno Creek Trail. Both N. Dakota and Tigard St. crossings were mentioned. There was some group discussion on what might be done. #4 (5:30) Annual Trail Counts time! Volunteers? Buff gave update on Tigard trail counts and need for a counts coordinator. Transportation PBS Advisory Committee Meeting Notes Pedestrian-Bicycle advisory Sub-committee (PBS) #5 (5:40) Bike/Ped and the new state transportation bill/law (Buff) Buff shared worksheet showing approved transportation budget with revenue streams and designated spending amounts for the different types of projects or needs (highway improvements, SRTS, bike projects, transit, etc.). A follow up discussion included more on Safe Routes to Schools (SRTS) and the 10 million dollar per year budget. Some details regarding current outlook on spending and applicable projects was shared. Buff gave details on each funding category or source; and made comment regarding roadway transportation, tolling, transit, and other types of projects. #6 (6:02) Speed Reduction Campaign (Buff) The group continued discussion about a speed reduction campaign. Cherokee offered suggestions on what could be done. Jen share some examples of what was done in Switzerland. Buff suggested PBS put together a (draft) White Paper on making systematic bike improvements to make facilities more safe and comfortable. A few PBS members volunteered to work on a draft document. #7 (6:15) Group Ride Ideas Jen share context of a proposed group ride and mentioned local destinations. It was suggested that PBS reach out to Oregon Street Trust and invite them to a future meeting to discuss the topic. #8 (6:27) Engineering Update: Repaving/construction (Mike) For this item there was a discussion about access to transit and the TriMet that will install sidewalk on Commercial Street. Tigard's Heritage Trail project was also mentioned. There was a request to have a bicycle cut-through at the existing Main Street raise median island just east of the WES tracks. #9 (6:35) Next meeting No comments or nothing shared. Meeting Adjourned
