Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,September 13, 2017 7:00 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Chair Katie Harris called the meeting to order at 7:00 p.m.
2. ROLL CALL

3. APPROVE MINUTES
The minutes from the August 9, 2017 Board meeting were reviewed.
Motion by Hart. Second by Bogert to approve the August 9, 2017 minutes.

4. AGENDA ADDITIONS AND DELETIONS
Library Director Barnes asked the Board under which item would they like to discuss the
proposed local option levy. The Board agreed it should be discussed under Library Operations.
5. CALL TO THE PUBLIC
Mayra Guerra, Readers Services Librarian, was the library staff member guest for tonight's
meeting. Mayra was born and raised in Los Angeles. She moved to the Portland area when she
was hired to work at the Tigard Library one and a half years ago. Mayra is fluent in Spanish and
was our first bilingual librarian in Adult Services. Mayra attended San Jose State University.
Mayra facilitates the technology room open lab, she assists patrons with e-books and the
Overdrive program. She also plans programs for adults and organizes the computer classes. She
is responsible for the collection development of the philosophy and science sections of the
library. In November she will be representing both Tigard Library and WCCLS at the
Guadalajara International Book Fair. Discussion ensued regarding this book fair.
6. LIBRARY OPERATIONS
The August Statistical report was distributed. Library Director Margaret Barnes informed the
Board of the activities and actions that have taken place in the past month and some upcoming

items. She reported the distribution of the eclipse glasses and the viewing of the eclipse on
August 21, in the Library parking lot was very well attended. There were over 300 participants.
There was an early line-up of individuals seeking the eclipse glasses and other means of viewing
the eclipse. It all worked out well and was a good experience for those attending.
The City of Tigard has been conducting preliminary polling introducing a proposed local option
levy. Steps are being taken to educate the public prior to bringing this to the people for a vote.
This was a point of discussion at the Sunday Market this summer;at the neighborhood ice cream
socials and various other outreach events. The residents of Tigard have come to appreciate the
level of service they receive from the City of Tigard and have grown accustomed to a certain
quality of life. However, this level of service cannot be maintained without another source of
revenue. This levy would help maintain that level of service. If it does not pass, some of the
services may be at risk or not be able to be maintained.
It is possible that the library and the Library Board could have opportunities to further educate
and inform the citizens of Tigard regarding the local option levy. A defined message could be
created and delivered at various library programs.This could be a means of engaging our citizens
in getting the message out.The library has done a great job of providing a quality level of service
without an increase in funds. But this is not sustainable without an increase in funding that must
come from another source of revenue. The proposed local option levy would provide this and
assist in maintaining the quality of life our citizens have grown accustomed to.
7. DISCUSSION OF TIGARD PUBLIC LIBRARY FEASIBILITY STUDY
A copy of the Tigard Public Library Feasibility Study contracted by the Tigard Library
Foundation in 2011 was distributed to each Board member. This has been presented to the City
Council but no action has been taken.
The question presented to the Board was if they wanted to pursue having another study
conducted to determine if a having a branch library is feasible for the Tigard community.
Discussion ensued.
The Tigard Library Foundation is willing to work with the City financially to have another
feasibility study conducted. The Library Board would like to see the study redone as a step
toward obtaining a branch library.The need for a branch library may be greater than before due
to the significant current and anticipated increase in population. A branch library would afford
a more walkable community and increase the interconnectedness the City is striving for.
8. POLICY REVIEW
A. American Library Association (ALA) The Freedom to Read Policy
Motion by Jean Hart. Second by Joseph Callahan to endorse and reaffirm the ALA
Freedom to Read policy. Motion was approved unanimously.
B. American Library Association (ALA) Freedom to View
Motion by Becky Gauthier. Second by Mary Bogert to endorse and reaffirm the ALA
Library Bill of Rights policy. Motion was approved unanimously.

9. DISCUSSION OF OTHER ALA POLICIES
A. American Library Association (ALA) -Access to Library Resources and Services for
Minors,An Interpretation of the Library Bill of Rights (formerly titled "Free Access to
Libraries for Minors")
The Free Access to Libraries for Minors policy has been included in the Tigard Library
Board policy book but has never been officially endorsed by the Board. Discussion
ensued regarding how the Tigard Public Library complies with this policy. The ALA
had revised some of the verbiage of the document and re-titled the policy. A copy of
the new version had been distributed to the Tigard Library Board prior to the meeting
for review.
Motion by Jean Hart. Second by Becky Gauthier to endorse and affirm the ALA-
Access to Library Resources and Services for Minors,An Interpretation of the Library
Bill of Rights (formerly titled "Free Access to Libraries for Minors") policy. The
motion was approved unanimously.
10. OTHER BUSINESS
A. No topics were discussed regarding Library Trends.
11. ADJOURNMENT
Chair Harris adjourned the meeting at 8:04 p.m. The next meeting of the Tigard Library Board
is scheduled for Wednesday, October 11, 2017 at 7:00 p.m. in the second floor Conference
Room, 13500 SW Hall Blvd.,Tigard.
