The I-P zoning district provides appropriate locations for combining light manufacturing, office and small-scale commercial uses, e.g., restaurants, personal services and fitness centers, in a campus-like setting. Only those light industrial uses with no off-site impacts, e.g., noise, glare, odor, vibration, are permitted in the I-P zone. In addition to mandatory site development review, design and development standards in the I-P zone have been adopted to insure that developments will be well-integrated, attractively landscaped,and pedestrian-friendly. APPLICABLE REVIEW CRITERIA: Community Development Code Chapters 18.360.060.0 SECTION II. DECISION Notice is hereby given that the City of Tigard Community Development Director's designee has APPROVED the above request. The findings and conclusions on which the decision is based are noted in Section N. MMI)2017-00034 Portland Compressor 1 THIS APPROVAL SHALL BE VALID FOR 18 MONTHS FROM THE EFFECTIVE DATE OF THIS DECISION. SECTION III. BACKGROUND INFORMATION Site Information: The project is located at 7440 SW Bonita Road; on the south side of SW Bonita Road, east of SW 76th Avenue, and west of SW 74th Avenue. The 3.21-acre development site is made up of three (3) tax lots (WCTM 2S112AC, Tax Lots 600, 700, and 800), and contains a 50,126-square-foot industrial building, with associated parking and landscaping. The subject properties are partially located in the Clean Water Services Vegetated Corridor and FEMA 100-Year Floodplain; however, the proposed scope of work is outside these Sensitive Lands. The site is located in the Industrial Park(I-P) zone. SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW: Section 18.360.060.0 states that a Minor Modification shall be approved, approved with conditions or denied following the Director's review and as follows: 1. The proposed development is in compliance with all applicable requirements of this title; and FINDING: The applicant proposes a minor modification to an existing 50,126-square-foot industrial building,located at 7440 SW Bonita Road. Specifically, the applicant proposes to replace one (1) existing exterior door, and add two (2) new exterior overhead doors on the building's eastern facade. No changes to the building footprint, on-site parking, or on-site landscaping are proposed. Based on the applicant's submitted site plan, staff finds the proposal meets all applicable development standards for the I-P zone, as outlined in 'IDC Table 18.530.2, including minimum setback requirements. Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are met. This criterion is met. 2. The modification is not a major modification. FINDING: Staff finds that the changes listed in '1DC 18.360.050.B.1-11 are either satisfied or do not apply.Therefore,the proposed development is not a major modification.This criterion is met. CONCLUSION: The proposal is a Minor Modification of existing site development and is in compliance with the applicable requirements of this Title. SECTION V. C I D A I N C . C O M Narrative Description of proposed changes: The site is located on tax map 2S I I 2AC on lot number 600,700 & 800. It is 3.2 acres of land located on 7440 SW Bonita Road and it's in an industrial park (I-P) zone.The project is an interior remodel of an existing office space, and conversion of a portion of that space to storage area. Existing non-bearing stud partitions will be removed to accommodate the storage area, and existing suspended ceilings will be infilled as needed where existing walls are to be demolished and currently penetrate the ceiling. As part of this scope of work (2) new exterior overhead doors are proposed to be added to service the storage area. No change of use is proposed under this tenant improvement. This narrative addresses the following Sections: CHAPTER 18.360- SITE DEVELOPMENT REVIEW 18.360.050- Major Modification to approved plans or existing development CHAPTER 18.360- SITE DEVELOPMENT REVIEW Section 50 (B)- Major Modification to approved plans or existing development Evaluation criteria. The director shall determine that a major modification(s) will result if one or more of the following changes are proposed. There will be: . An increase in dwelling unit density, or lot coverage for residential development; Response: Proposed project is not residential. 2. A change in the ratio or number of different types of dwelling units; Response: Proposed project is not residential. 3. A change that requires additional on-site parking in accordance with Chapter 18.765; Response: Proposed use has less office area and more storage area than previous use and requires less parking, see CSI for compliance. 4. A change in the type of commercial or industrial structures as defined by the Uniform Building Code; Response: No changes in occupancy type or construction type proposed. 5. An increase in the height of the buildings) by more than 20%; Response: No change to building height is proposed. 6. A change in the type and location of accessways and parking areas where off-site traffic would be affected; Response: The type and locations of accessways and parking area will not change and therefore will not affect off-site traffic, see CS I for compliance. 7. An increase in vehicular traffic to and from the site and the increase can be expected to exceed 100 vehicles per day Response: With less area dedicated to office use and more dedicated to storage use, applicant expects no increase in vehicular traffic. 8. An increase in the floor area proposed for a nonresidential use by more than 10%excluding expansions under 5,000 square feet. Response: Applicant proposes no floor area increase. 9. A reduction in the area reserved for common open space and/or usable open space which reduces the open space area below the minimum required by this code or reduces the open space area by more than 10%. Response: Applicant does not propose a reduction in the common open space and/or usable open space below the minimum required by this code. 10. A reduction of project amenities below the minimum established by this code or by more than 10%where specified in the site plan: a. Recreational facilities; b. Screening; and/or c.
