DESIGNATION: I-P: Industrial Park District. The I-P zoning district provides appropriate
locations for combining light manufacturing, office and small-scale commercial
uses, e.g., restaurants, personal services and fitness centers, in a campus-like
setting. Only those light industrial uses with no off-site impacts, e.g.,noise,glare,
odor, vibration, are permitted in the I-P zone. In addition to mandatory site
development review,design and development standards in the I-P zone have been
adopted to insure that developments will be well-integrated, attractively
landscaped, and pedestrian-friendly.

APPROVED the above request. The findings and conclusions on which the decision is based are noted in
Section IV.

SECTION III. BACKGROUND INFORMATION
Site Information:
The project is located at 7204 SW Durham Road; north of SW Bridgeport Road, south of SW Durham
Road,and west of SW 72nd Avenue.The property is also located east of the city's border with the City of
Durham. The subject tenant space is 7,718 square feet in size, and is part of an existing 31,563-square-
foot industrial building. The 11.88-acre development site is made up of one parcel and contains five
industrial buildings, landscaping, and associated parking. The property is part of the PacTrust Business
Center, and is zoned Industrial Park (I-P).
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
Section 18.360.060.0 states that a Minor Modification shall be approved, approved with
conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: The applicant has proposed changes to off-street parking and landscaping on the site.
The applicant's proposal will therefore be reviewed for compliance with the applicable site coverage,
landscaping, and parking criteria.
Site Coverage and Landscaping
The development standards for the I-P zone are summarized in TDC Table 18.530.2. According to this
table, the site is subject to a 25 percent minimum landscape requirement. A reduction to a 20 percent
minimum landscape requirement is allowable through the site development review process. The original
site development review for the development (SDR95-0008) allowed a reduction to the 20 percent
minimum landscape threshold. Staff therefore finds that the 20 percent threshold shall apply to this
application for a minor modification to the site development review.
The site does not currently meet the minimum landscaping criterion,as the applicant's calculations show
that only 19.8 percent of the site is landscaped. The applicant is proposing to remove 68 square feet of
landscaping to accommodate a relocated entrance. This loss will be mitigated by the addition of 1,142
square feet of landscaping in four areas around the site.
These changes bring the total landscaped area to 102,937 square feet of the total lot area of 513,740. Staff
finds that the 20 percent minimum landscape coverage criterion is met.
Parking
The 11.88-acre development is a mixed-use, multi-tenant site, and is therefore subject to the required
minimum vehicle parking formula outlined in TDC 18.765.030.D. The table below calculates the
minimum off-street vehicle requirements based on this formula:

Staff finds that 256 parking spaces are required for the subject development, taking into consideration
the uses currently on site.The applicant's submitted site plan shows that 421 parking spaces are provided.
Staff therefore finds that the minimum parking criterion is met.
Upon review of the applicant's plans and narrative, staff finds that all other applicable requirements are
met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC 18.360.050.B.1-11 are either satisfied or do not
apply. Therefore, the proposed development is not a major modification. This criterion is met.
CONCLUSION: The proposal is a Minor Modification of existing site development and is in
compliance with the applicable requirements of this Title.

The proposed work involves changing the exterior, modifying parking, modifying one entry
including landscape revisions and installing three overhead doors. See attached parking
calculations. As a result of this work,we are NOT doing any of the following:
1. An increase in dwelling unit density, or lot coverage for residential development;
2. A change in the ratio or number of different types of dwelling units;
3. A change in the type of commercial or industrial structures as defined by the Uniform Building
Code;
4. An increase in the height of the building(s) by more than 20%;
5. A change in the type and location of access ways and parking areas where off-site traffic
would be affected;
6. An increase in vehicular traffic to and from the site and the increase can be expected to
exceed 100 vehicles per day;
7. An increase in the floor area proposed for a nonresidential use by more than 10%excluding
expansions under 5,000 square feet; Site Development Review 18.360-5 AP Update: 2/14
8. A reduction in the area reserved for common open space and/or usable open space which
reduces the open space area below the minimum required by this code or reduces the open
space area by more than 10%;
9. A reduction of project amenities below the minimum established by this code or by more
than 10%where specified in the site plan:
a. Recreational facilities; b. Screening; and/or c. Landscaping provisions.
10. A modification to the conditions imposed at the time of site development review approval
which are not the subject of paragraphs 1 through 10 of this subsection.
