The purpose of the Park and Recreation Advisory Board is to advise and
advocate for park and recreation opportunities for a growing Tigard.

1. Call to Order and Roll Call
The meeting was called to order at 7:06 p.m. by Wayne Gross.
2. Introduction of New PRAB Members
The PRAB gave background on the new members, Ben Holmes, designer of parks for Polygon
developments in RiverTerrace;Yamini Naidu has lived in Tigard for a long time and recently
graduated from Yale and Tristan Irvin, a Tigard resident that previously ran for council. Yamini
and Tristan will be alternates.
3. Approval of Minutes: June 12, 2017
Dave Brown moved to approve the June 12, 2017 meeting minutes. Linda Shaw seconded the
motion. The minutes were approved by unanimous vote of the board members present with
Wayne Gross, Linda Shaw, Dave Brown and Scott Winkels voting yes. Troy Mears abstained.
4. Comments from the Audience
There were no comments.
5. Tour of Dirksen Nature Park Development
A Project Coordinator of the engineering department, Carla Staedder, showed an educational
video and a handout to the PRAB. They summarized the partnership between the city and
Tualatin Riverkeepers, the history of the area and the funding of the park.
All handouts are on file in the PRAB folder.
6. Parks and Recreation Updates
Mr. McKnight gave the following park updates:
• Renovations of fields at cook park after balloon festival and 41h of July
• Moved sequoia tree to Dirksen Nature Park
Ms. Hallum gave the following recreation updates:
• First Pop Up in the Park was July 5 with an estimated attendance of 150-200 people; the
next dates are July 12,July 19 and July 26
• Registration for the Fun Run is open
• Promotion for Family Fest is underway
7. August PRAB Meeting/Tour
Wayne Gross proposed creating a PRAB meeting once a year that would allow for parks tours.
Mr. Martin recommended the PRAB create a list of parks the board would like to tour to create
a rough schedule.

8. Non—Agenda Items
• Scott Winkels — social media app, strava, that records cyclists' speeds in certain areas;
recommends a letter from the city to the app
• Recreational immunity passed; it is going to the governor's office for signature
• Linda Shaw promoted the Picnic/Concert in the Park at Bull Mountain Park on July 13
9. Adjourn
The meeting was adjourned at 8:54 p.m.
