Call to Order, Roll Call and Introductions Commissioner Henschel called the meeting to order at 5:31 p.m. 2. Approval of Minutes —May 10, 2017, and June 14, 2017 Commissioner Henschel moved to approve the May 10, 2017, minutes. Commissioner Nguyen-Ventura seconded the motion. The motion passed by unanimous vote of the commissioners present, with Commissioners Henschel, Inman,Jehnke, and Nguyen- Ventura voting yes. Commissioner Inman moved to approve the June 14, 2017, minutes. Commissioner Nguyen-Ventura seconded the motion. The motion passed by unanimous vote of the commissioners present, with Commissioners Henschel, Inman,Jehnke, and Nguyen- Ventura voting yes. 3. Public Comments There were no public comments. 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month June was 7.55 million gallons per day(mgd). This usage is typical for this time of year, but slightly lower than our 10-year averages and last year's usage. There was an unusual peak day of 10.22 mgd that occurred on June 25 with Page I of 3 an unseasonable temperature of 101 degrees reported. Current weather patterns for the month of July seem to be closer to average. • For the month of June, there was no change in Aquifer Storage Recovery (ASR) conditions. Stored water for ASR well no. 1 is approximately 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR well no. 2 has 81 days of supply based on 1,500 gpm recovery rates. • Data taken on July 11 at the Bonita Pump Station indicates a pH of 7.85 with 1.05 mg/L chlorine residual, 26 mg/L alkalinity, and water temperature of 20 centigrade (68 degrees F). • Council was updated last month on Water Independence Day, water quality data, and upcoming agenda items for the next fiscal year, including completion of the water master plan update and water system development charge (SDC) methodology update. • Staff still reports one to three calls per week regarding water quality at various locations. These calls mostly relate to strong chlorine smell. Staff generally conducts water flushing at these locations with improvement in water quality reported. • Ozone is fully functional and operating without any problems reported by Lake Oswego Tigard Water Treatment Plant staff. 5. Shared Personnel Agreement with Lake Oswego Mr. Goodrich reported on an agreement with the City of Lake Oswego regarding shared personnel, or employees. Some highlights were: • Each of the cities—Tigard and Lake Oswego—have employees who are doing basically the same thing. Through combined efforts it may be that certain personnel with expertise can be shared to benefit both cities and reduce some costs. • One of the best ways to share information of the two systems is to have employees that are working together day in and day out, bringing not only their expertise but also their tribal knowledge of how their respective system works. • Two areas that are being considered for shared personnel are water quality and water conservation. Another area that may also be considered is backflow. The agreement will be brought to council for approval at a future business meeting. 6. Informational Items There were no information items. 7. Non-Agenda Items Mr. Goodrich stated that he recently had the opportunity to be invited to the Tigard Water District (TWD) board meeting. He offered to meet with the King City and City of Durham commissions, boards or councils, if requested, to answer any questions and provide updates. Commissioner Henschel expressed appreciation for Mr. Goodrich's visit with the TWD board, stating that many questions were answered. 8.
