Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday,August 9, 2017 7:00 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Past Vice Chair Katie Harris called the meeting to order at 7:04.
2. ROLL CALL

3. NOMINATION AND ELECTION OF OFFICERS
The floor was opened for nominations for the position of the Library Board Chair. Katie
Harris was nominated. No other nominations were submitted. The floor was closed for
nominations. Motion by Board Member Jean Hart, second by Board Member Becky Gauthier
to elect Katie Harris for the positon of Library Board Chair. The motion was approved
unanimously.
The floor was opened for nominations for the position of the Library Board Vice-Chair.
Joseph Callahan was nominated. No other nominations were submitted. The floor was closed
for nominations. Motion by Board Member Katie Harris, second by Board Member Lonn
Hoklin to elect Joseph Callahan for the positon of Library Board Vice-Chair. The motion was
approved unanimously.
4. APPROVE MINUTES
The minutes from the July 12, 2017 Board meeting were reviewed. Mary Bogert pointed out
that her last name was spelled incorrectly. That correction will be made.
Motion by Hart. Second by Hoklin to approve the July 12, 2017 minutes with the amendment
to correct the spelling for Board Member Mary Bogert.

6. CALL TO THE PUBLIC
Cally Meldrum,Circulation Services,was the scheduled guest for tonight's meeting. She was not
able to attend.
7. LIBRARY OPERATIONS
Library Director Margaret Barnes informed the Board of the activities and actions that have
taken place in the past month and some upcoming items. The library had a record number of
sign-ups for the 2017 Summer Reading Program.There are a number of interesting and engaging
programs scheduled for the rest of the summer.
The 2017 Solar Eclipse is happening on Monday, August 21. The Library will delay opening
until 10:30 that day to allow patrons and staff the opportunity to view the eclipse together in an
area of the parking lot that will be cordoned off for viewing the event.
The July Statistical report was distributed.
8. DISCUSSION OF LIBRARY GUIDELINES
It was brought to staff s attention that the Library Use Policy did not address the issue of only
allowing`service animals'in the library. Staff researched the federal guidelines and consulted
with Nadine Robinson,Administrative Services Manager and the ADA coordinator for the
City of Tigard. It was suggested to add a clarifying sentence related to only service animals
being allowed in the library.
Margaret Barnes read the proposed statement to add to the policy to the Library Board. The
statement reads as follows: "Only service animals specifically trained to aid a person with a
disability, service animals in training, and animals for library-sponsored events are allowed in
the library."
Discussion ensued regarding the difference between service animals and therapy animals.
Motion by Mary Bogert. Second by Lonn Hoklin, to adopt the language read into record by
Library Director Margaret Barnes. The Library Use policy will be updated, posted and
distributed.
9. POLICY REVIEW
A. Library Bill of Rights
Motion by Becky Gauthier. Second by Joseph Callahan to endorse and reaffirm the ALA
Library Bill of Rights policy. Motion was approved unanimously.
B. ALA Ethics Statement for Public Library Trustees
A brief discussion ensued regarding the language and definition of`trustee'in the ALA
Ethics statement. The Tigard Library Board is an advisory board and are appointed by the
City Council. There are not any personnel or fiduciary responsibilities assigned to the
Tigard Library Board. Therefore, the Tigard Library Board are not considered `Trustees'.
Motion by Jean Hart. Second by Lonn Hoklin to endorse and reaffirm the ALA Ethics
Statement for Public Library Trustees. Motion was approved unanimously.

C. Freedom to Read
Discussion ensued regarding the verbiage in this ALA policy. It was perceived as being
slightly antiquated. It was decided to table the discussion regarding this policy until the
September Board meeting. Staff will further research the ALA website for a more recently
revised copy.
10. OTHER BUSINESS
A. Margaret Barnes directed the Board to the photo consent form included in their packet. The
Volunteer Coordinator had requested that we have the Board Members sign this document.
Barnes explained that signing this document would authorize staff to take photos of the
Board Members at library events and perhaps post in media publications.
We do have a poster size sign that we display at large programs stating that we will be
photographing the event, which enables us to be held harmless. By signing the photo
consent form,it just makes it cleaner for us.
B. The Board will be reviewing and discussing the feasibility study that was last conducted in
2011. A copy of the May 18, 2011 Tigard Public Library Feasibility Study will be mailed to
each member of the Board to review and prepare in advance for the discussion at the
September 13 meeting.A brief discussion ensued regarding the feasibility of having a library
branch on the west end of Tigard. It has been six years since the last feasibility study was
completed. The Board will be discussing the process of moving forward should a need for
a second study is determined. The Board also discussed capital spending and funding.
C. Barnes informed the Board that the City of Tigard may be going out for a Local Option
Levy in May of 2018. Taxpayers in the City of Tigard will be asked to help pay to keep city
services at a level to support the quality of life residents have come to enjoy, as the City
continues to meet the needs of the increasing population. Discussion ensued.
D. The Board will be reviewing the Library Strategic Plan and the City's Strategic Plan for a
walkable and integrated connected community in either September or October.
E. No topics were discussed regarding Library Trends.
11. ADJOURNMENT
Chair Harris adjourned the meeting at 7:59 p.m. The next meeting of the Tigard Library Board
is scheduled for Wednesday, September 13, 2017 at 7:00 p.m. in the second floor Conference
Room, 13500 SW Hall Blvd., Tigard. Mary Bogert will not be able to attend the September
meeting.
