SPECIAL MEETING MINUTES - MAY 16, 1989 - 5:30 P.M.
1. ROLL CALL: Present: Mayor Jerry Edwards; Councilors: Carolyn
Eadon, Valerie Johnson, John Schwartz (arrived 6:40 p.m.); City Staff:
Pat Reilly, City Administrator; Ed Murphy, Community Development
Director; Senior Planner, Liz Newton; and Catherine Wheatley, Deputy
City Recorder.
2. CITY CENTER DEVELOPMENT DISCUSSION
a. Relocation Policy - Councilor Johnson asked staff for an update
on draft policy development. Senior Planner responded she had
been reviewing a draft policy which was close to completion by
staff. She distributed a copy of the Tualatin Development
Commission's Relocation Regulations for Council's information.
b. Zoning & Design Standards
Senior Planner distributed a list of the Central Business
District Land Uses.
Discussion followed on reviewing specific design standards in the
CBD including parking, landscaping, setbacks, along with land
use. Councilor Johnson expressed concern over the lack of
adequate design standards now in place. The Code would allow
certain development which would not be in keeping with the
downtown redevelopment. Mayor suggested the City make efforts to
contact potential developers. By acquiring mutual cooperation,
perhaps any problems with fitting into the downtown redevelopment
could be resolved.
There was discussion on new businesses locating in areas where
potentially a roadway was planned. The possibility of preparing
Comprehensive Plan Amendments (CPA) to designate roadways was
discussed. The possibility of preparing CPA's for the June 6
Planning Commission was discussed.
C. Proposed Additions to City Center Development Plan and Report
Senior Planner distributed a document outlining proposed
additions to the Plan and Report. After review, Council
consensus was to accept these additions.
d. Proposed Revisions to City Center Development Plan and Report
Senior Planner distributed a document outlining proposed
revisions to the Plan and Report. During review of changes,
Council consensus was to clarify (Plan Page 36) that the Council
has the authority to retire the plan before the end of the
16-year time period.

On the Report Page 24 suggested revisions, Council consensus was
to reword as follows:
"The Tigard Public Square would serve as the focal point for
commercial, cultural, and social activity for the city center
area. It would be supported by adjacent shopping space and
public parking facility. The actual location and
configuration of the square would be determined at a later
date."
e. Proposed Deletions to City Center Development Plan and Report
Council reviewed material distributed by Senior Planner Newton
with consensus as follows:
Restrooms - Delete (funding to be found elsewhere if
determined restrooms were needed)
Entryways - Leave in
Tigard Square - Leave in
Community Center - Delete (Funding to be found elsewhere +
study alternatives such as utilizing the Senior Center, Fire
Hall, Tigard Water District Building, etc.)
f. Council consensus was to authorize a reprint of the City Center
Development Plan and Report with amendments as discussed.
