Call to Order, Roll Call and Introductions Commissioner Jehnke called the meeting to order at 5:35 p.m. 2. Approval of Minutes —April 12, 2017 As suggested by Mr. Goodrich, due to a lack of a quorum present, the approval of the April minutes were delayed until later in the meeting. Commissioner N guyen-Ventura arrived at 5:49 p.m. Commissioner Woodard moved to approve the April 12, 2017, minutes. Commissioner Nguyen-Ventura seconded the motion. The motion passed by unanimous vote of the commissioners present, with Commissioners Jehnke, Nguyen-Ventura, and Woodard voting yes. 3. Public Comments Kathy Spaulding asked water quality related questions that Mr. Goodrich answered. Some of the topics discussed were: • The reason for changing from the City of Portland water supply to the new Clackamas River supply and the challenges presented by the change • Emerging contaminates testing Yagc 1 of 3 • The need for the Bonita Pump Station • The 2016 Annual Water Quality Report will be available in June 4. Water Supply Update Mr. Goodrich reported: • Average water use for the month of April was 3.98 million gallons per day (mgd). This usage is typical for this time of year, but slightly lower than our 10-year's usage. ■ There was no change in aquifer storage recovery (ASR) conditions. Stored water for ASR-1 is approximately 53 days of supply based on 1,000 gallons per minute (gpm) recovery rates. ASR-2 has 81 days of supply based on 1,500 gpm recovery rates. • Data taken from the Bonita Pump Station on May 9 indicates a pH of 7.5 with 1.1 mg/L chlorine residual, 17.5 mg/L alkalinity, and water temperature of 10.5 centigrade,which is average for each of the reporting days this month. 5. Water Quality Update Mr. Goodrich provided the board with a press release regarding water tests that confirmed improvements in water quality and lower lead levels. The press release is on file in the IWB meeting record. The press release reported that recent test results were so good that Tigard will be able to reduce the lead and copper sampling schedule from every year to every three years. The city will be conducting the next round of lead and copper water quality testing in March of 2020. 6. Informational Items Mr. Goodrich reported on the following items: • The Waluga Reservoir #1 project is two weeks behind schedule due to rain delays. • The completion target date for the water treatment plant is June 30. • Water Independence Day will be June 9 for Tigard water service area customers. Staff will be providing a report to both the IWB and Tigard City Council in June. • Staff has been involved in a Clackamas River history video produced with the Clackamas River Water providers, and a water treatment process video featuring the Lake Oswego-Tigard Water Treatment Plant. Both are being produced to celebrate national drinking water week (May 8-13). Commissioner Woodard left at 6:33 p.m. 7. Non-Agenda Items In response to a question from Commissioner Nguyen-Ventura, Mr. Goodrich explained why the City of Tigard has a backflow testing requirement. 8.
