3 . The minutes for meeting dated February 6, 1991 were approved.
4 . ZCA 91-0006 DeHarport :
Motion: The information presented on this proposal was
inadequate. All future applications for annexation
should explain if land is inside the urban growth
boundary of the City of Tigard and, therefore, City
plan takes precedence - or - is land outside urban
growth boundary where land must be brought in
closest to the county zoning.
Motion passed unanimously.
Motion: The location is in the urban growth boundary where
the City Plan currently designates low density - 4 . 5
units/acre. We recommend following City planned
density and oppose any request for higher density.
Motion passed unanimously.
5 . ZCA 91-0007 Cook
Motion: A motion was made to accept annexation as proposed.
Motion passed unanimously.
6 . ZCA 91-0008 Bacon
Motion: A motion was made to accept annexation as proposed.

8 . Other Business :
8 . 1 Cal Woolery did announce the NPO #7 petition regarding
Murray Boulevard elimination to Tigard City Council .
Herman Porter went on record for NPO #3 supporting the
petition. Porter stated Council took no action.
8 .2 Washington County approved Waker & Associates to begin
preliminary study on Beef Bend/Elsner Road route.
8 .3 Motion: A motion was made that erosion control needs
closer monitoring and that erosion control be
enforced.
Motion passed unanimously.
Note: Specific problems have been cited especially on
the north side of Bull Mountain where
developments are occurring.
8 .4 Discussed City of Tigard tree ordinance. Porter will
bring ordinance to April 1991 NPO meeting so members can
"brush up" on our tree ordinance.

ARCHITECTURAL DESCRIPTION
The Gaarde House is a one and one-half story bungalo style house with side gables
and clipped-hip roof. The medium pitched roof is covered with composition shingles
and the exterior of the house is sided with horizontal wood siding. The symetrical
porch which extends across three-quarters of the front facade is topped with a centered
cross-gabeled roof ending in the clipped-hip. On either side of the gabled porch
roof are open, decorative extended beams. The porch itself is. concrete. Four square
columns support the porch roof. At the original site these columns sat on masonry
bases but after the house was moved in.'1990 these bases were replaced with framed
wood bases. At the same time wood railings were added around the porch and down
the three concrete steps.
There is an exterior brick chimney on the east facade and an interior chimney which
extends from the north roof slope.
The house plan is symetrical with a large fixed window on either side of the centered
front door. Other windows in the house are double-hung sash and tripple-paned
casement.
The original house was a simple rectangle with a shallow pop-out on the east side to
accomodate the bathroom and one on the west side to accomodate the built in buffet.
Soon after the house was built, another room was added off the kitchen on the north-
west corner. This room was used as an informal eating space and kitchen extension.
A samll enclosed back porch projects from the southwest corner of this room.

The house originally sat on a full, unfinished basement. When the house was moved
it was again placed on a full basement, two=thirds of which is finished living space.
Very few alterations were made in the 1990 move with the exception of the afore
mentioned front porch detail and the orientation of the back porch steps. These
alterations were made per city code.
CONTEXTUAL DESCRIPTION
The Gaarde house was build in 1922 on the wedge shaped lot behind Elmer's
Restaurant off Pacific Highway, facing Gaarde Road. The Gaardes were avid gardners
and their property was always a visual pleasure with landscaping planned to be in
bloom nearly all year round. Other buildings on the sidte were a two-car garage
with hinged, swinging doors and a small building called the rabbit hutch. The
garage and house were moved in February 1990 to the new site, also facing Gaarde
Road, about a quarter of a mile from the original site. At this site the garage
sits behind the house rather than beside it.
ARCHITECTURAL AND HISTORICAL SIGNIFICANCE
In 1922 Hans Gaarde was planning to be married to_ Hilma Lien. He purchased a parcel
of land from•his father, John, and he built this house with the help of his cousin,
George Larsen. On September 16, 1922 Han and Hilma were married and began their 66
year marriage in this house.
To their union were born two children, Estelle and Richard. Estelle remembers
the house always being the hub of activities as the Gaardes were very involved in
the community. In those days running water and indoor plumbing were luxuries and
Estelle's friends who lived on Bull Mountain loved to stay at her house because she
had these luxuries and they did not.
Hans worked for the Red Rock Dairy, The Oregon Ship Yard and later the Del Monte
Meat Company from which he retired in 1968. His community activities included
serving on the School Board (1936-1942) , on the Fire Board and the Cemetery Board.
Hilma was a gifted soloist and sang for many community events, wedding and funerals
(at Young's Funeral Home) . She was also very active in organizations such as
Rebeccas where she served as Nobel Grand and the Sherwood Eastern Star where she
served as Matron.
Hilma's hobby was gardening. Over the years she developed a truly beautiful yard
which everyone in the community admired. Eleven months out of the year one could
see something blooming in the yard. After his retirement in 1968, Hans joined
Hilma in caring for the beautiful yard.
Estelle noted that her father raised a large vegetable garden which included a
sizeable garlic crop. Estelle and Richard would help to care for this garden as
well as for the rabbits and chickens. When the garlic was harvested it was sold
to produce shops off Union Avenue and the money earned went to pay the taxes on
the property.

until 1988.The Craftsman-style house was originally located behind the present
Elmer's Pancake&Steak House,three blocks down Gaarde Street. In January,1990,
the house was moved to its present location.
