MINUTES
NPO #3 - October 2, 1991
1. Meeting called to order at 7:05 p.m.
2. Present: Porter, Bishop, Froude, Garner, Hansen, Mortensen, Smith
Visitor: Lavelle Helm
3. Approved Minutes of September 4, 1991 meeting.
4. MLP 91-0011 - Parsons
Regarding access to and from site, NPO feels existing foliage along Bull Mountain
Road needs to be either pruned or removed for safety. Sewer connection should
be directly from Bull Mountain Road. No sewer easements should be requested
from adjacent property owners. A question was raised whether or not sidewalks
are a condition or requirement on this application?
Motion: A motion was made to approve the MLP 91-0011 - Parsons
application in conjunction with addressing the above listed concerns.
Motion carried unanimously.
5. OTAK discussion. NPO #3 feels the revised (submitted to Planning Commission
on 9/23/91) second plan which mainly consisted of road revisions was not
presented to us for formal comment.
At 10/08/91 City Council, Porter will request the appeal fee be waived. Appeal to
be filed 10/9/91.
Motion: A motion was made to re-affirm our previous motions regarding
OTAK/MB Development.
1) NPO #3 strongly opposes the OTAK Development proposal
as it directly contradicts the N.E. Bull Mountain Transportation
Plan.
2) NPO #3 will immediately move to appeal the Planning
Commission decision on OTAK if Planning Commission
approves the OTAK Development as proposed.
Motion carries unanimously.
6. Reviewed Notices of Decisions received.
7. Other Business
7.1 Election held for position of NPO #3 secretary.
Nominated: Lila Garner
Carries with vote of 7 yeah, 0 nay
7.2 NPO#3 to make either a comment or motion on every issue brought before
the NPO.
7.3 Discussion held on Murray Blvd/Western Bypass Study.
7.4 Received a City of Tigard Tree Removal Permit form from Bishop. NPO
may review for comments.
7.5 Bishop gave each member a copy of a letter addressed to Attorney General
Dave Frohnmeyer. NPO#3 seeking clarification on urban renewal districts
as addressed in HB 2550.
