MINUTFS OF NPO f3 MEETING
NPO #3 met on Wednesday, March 15, 1989, at the Tigard Civic
Center. Members present included Bob Bledsoe, Herman Porter, Lou Ane
Mortensen, and Kent Hansen. Absent members included David Klingele,
Steve Hooker, Michael Smith, and Daniel Walsh. Chris Bednarek has previously
resigned his position and has been replaced by Kent Hansen.
According to records available, Daniel Walsh has not attended
a meeting of the NPO since being appointed. It is recommended that Mr.
Walsh be deactivated pending confirmation of his lack of attendance. It was
agreed that four members would constitute a quorum. Since four of the
members were present at this meeting, there was a quorum.
There were three primary issues discussed:
1. Tigard Park Levy options
2. Periodic Review of Comprehensive Plan
3. Northeast Bull Mountain Transportation Study
In regard to the Tigard Park Levy, NPO #3, along with a number of
other NPOs, heard a presentation by City staff regarding three alternatives.
NPO #3 unanimously adopted Plan A with a $1. million maximum expenditure.
However, the Summerlake portion of Plan A should be deleted except for the
land acquisition of 1 .9 acres.
In regard to the periodic review of the comprehensive land use plan,
it is the sense of NPO #3 that areas on Bull Mountain being annexed into
Tigard be required to convert to R-2 status after one year. A motion to that
effect carried unanimously.
The thir.(l issue discussed was the Northeast. Bull Mountain Transpor-
tation Study. A motion opposing the Murray Extension was made. After sub-
stantial discussion, there was a unanimous vote supporting the motion. As a
follow up, a motion was made for the development and support for the Westside
Bypass and carried unanimously. Also, it was the unanimous recommendation of
NPO #3 that a grid system of two-lane collectors through the areas in which
development is occurring (135th, 132nd, and 128th) be used to disperse the
traffic from the north side of Bull Mountain. Bob Bledsoe recommended that
NPO #3 support the petition of the 117 homeowners on northeast Bull Mountain
who oppose extension of 121st Street between Gaarde and Bull Mt. Road. The
motion carried unanimously.
After several years of active participation in NPO #3 Bob Bledsoe
has requested that he be replaced as chairperson. Herman Porter has
volunteered to fill the position of chairperson. NPO #3 appreciates all of
the time and effort devoted by Mr. Bledsoe during the past several years.
An election of officers will be conducted at the next meeting. It was
unanimously agreed that a rotating secretary position be established. Every
member will be required to take a turn taking minutes of NPO meetings.
The meeting was adjourned at 9:42 p.m.
