Minutes NPO #3 meeting of Jan. 3, 1990
1 . Meeting called to order at 7: 35 p. m.
2. Present: Porter, Froude, Hansen, Mortensen. Excused:
Klingele. Bledsoe and Hooker have resigned from NPO 3.
3. Minutes of last meeting approved.
4. SDR 89-26. Site review of gas station at Pacific Highway
and Walnut. Motion: car wash should be located as far as
possible from residential area. Operation of car wash
should be limited to 7 a. m. to 9 p.m. We recommend the
installation of a 6 foot solid wall plus landscaping
adjoining the residential area. We suggest the retention of
existing trees wherever possible. Carries unanimously.
5. Northeast Bull Mountain Transportation Study. Motion to
meet with CPO 4 Jan. 24. Passed unanimously.
Motion to ask the Planning Commission to postpone hearing
till Feb. 13 or later. Passed unanimously.
Motion to send a letter to the City Council asking it to
direct the City Engineer to revise the recommendation to
conform to the Comprehensive Plan. Passed 3 to 1 .

6. Other business. Requestthe City council provide
the NPOs any modified plan ore construction begins if an
initial plan has been provi for NPO comment. Passed
unanimously. /

STATUS REPORT # 4
Public Hearing
A formal public hearing on the study recommendations has been scheduled by the
Planning Commission for 7:30 p.m., Tuesday, January 30, 1990, at Tigard City
Hall.
Final Report
The final report and recommendations have• been completed. Copies will be
available at City Hall beginning January 9, 1990. To receive a copy by mail,
call 639-4171, extension 323. Copies are also available for review at the
Tigard Library.
The report has been revised since the November draft. The final report
contains additional information and revised recommendations. . A copy of the
recommended plan (revised Figure 12-1) is attached.
Who Should Testify
All viewpoints need to be heard .by the Planning Commission, whether they agree
or disagree with the staff recommendation. All of the alternatives contained
in the report, . including the alternatives rejected by the staff, will be under
consideration by the Commission.
If you are not familiar with the public hearing process, some "Suggestions for
Presenting Testimony" are enclosed.
Commission Action
The Planning Commission will be considering whether to recommend to the City
Council that the Report's recommendations be adopted. This matter is being
heard before the Planning Commission because it involves a revision to the
City's Comprehensive Plan Transportation Map. The Comprehensive Plan addresses
the long-range needs of the City.

The time to ask questions about the report is before the hearing. Questions
can be directed to Randy Wooley or Gary Alfson at 639-4171. Or you can attend
a meeting of your Neighborhood Planning Organization (NPO) or Citizen
Participation Organization (CPO) when these organizations consider their
comments to be sent to the Planning Commission.

NE Bull Mountain RECOMMENDED PLAN
TranSaortation Study FOR LONG - RANGE DEVELOPMENT
SUGGESTIONS FOR PRESENTING TESTIMONY
This has been prepared in order to assist you in making
a more effective presentation before the Commission.
1. SIGN IIP SHEET
Print your name, address, and zip code on the sign-up sheet. A sign-up
sheet will be available at the entrance to the hearing room. Those who
wish to testify need to place their name on the sheet as a proponent or
opponent. Proponents are those who are in favor of the recommended action.
Opponents are those who oppose the recommended action. Place your name
under the heading that best represents your position.
2. BE PREPARED
Be familiar with the subject. Prior to the hearing, you will need to
review and understand the staff report and other material that is
available. If you wish further explanation of the staff report or
additional information, you should contact the staff prior to the hearing.
It is best to contact the staff several days before the hearing so that
staff will have an opportunity to provide any information that you
request.
3. BE CONCISE
Be as concise as possible; avoid repetition. If a previous speaker has
already expressed your viewpoint, it is not necessary for you to repeat the
entire testimony. You can simply indicate that you concur with the
previous speaker's presentation.
4. GROUP PRESENTATION
Select a single speaker to represent your group. If you have a group who
share a common viewpoint, it is not necessary for each person to speak
individually. It is preferable for one person to present the group
viewpoint. If the speaker wants to indicate the size of the group that
supports the viewpoint, this can be done in several ways. The speaker can
present written testimony signed by each member of the group or, if
applicable, the speaker can indicate the results of a formal vote taken by
the group or the speaker may wish to identify members of the group who are
in the audience.
5. SUMMARIZE
It is important that the Commission clearly understand the action which you
wish them to take. Be sure that during your testimony that you clearly
state the actions that you are requesting.
6. THIS IS A FORMAL HEARING
Remember that the hearing is a formal procedure. Speakers need to be
recognized by the Chair and need to go to the testimony table and identify
themselves before speaking to assure that their testimony is a part of the
formal hearing record. The hearing process is considerably more formal
than the neighborhood meetings which have been run by City staff.
