SURVEY - Request: 1. Subdivide 97 acres into 276 lots (8,000 to 32,000
sq. ft. lots); 2. Planned Development overlay to allow an increased lot
length to width ratio on certain lots where a ratio of 2.5:1 is normally
required; 3. Sensitive Lands Review to allow development of 54 lots on
slopes that exceed 25%; and 4. two lot line adjustment. ZONE: R-7 (PD)
Residential, 7 units/acre, Planned Development) . LOCATION: Bull Mountain
Road and SW 139th at south, and SW 135th Avenue at north. (WCTM 2S1 9, tax
lots 102, 103, 104, 2090, and 2S1 4, tax lots 900, 1000, & 1100) .
6. OTHER BUSINESS
SUB 90-04/ZON 90-08/PDR 90-04/VAR 90-08 KRUEGER/MCDONALD - Request for
1. A zone change to allow application of the planned development overlay;
2. Subdivide 42.2 acres into 194 lots in two phases.
3. A planned development to allow phased development; and
4. Variance to allow:
a. 34 foot right-of-way where 50 feet is normally required;
b. 17 foot garage setback where 20 feet is normally required;
C. Sidewalks on one side of all 28 foot local streets included in
the development;
A multi-family development proposed to occupy 12.5 acres of the site may be
submitted in the future. ZONE: R-12 (Residential 12 units/acre) .
LOCATION: Between Scholls Ferry Road and SW 135th Avenue, south of the
Cotswald subdivision (WCTM 2S1 4B, tax lot 101).

Minutes NPO #3 meeting of March 7, 1990
1 . Meeting called to order at 7: 05 p. m.
2. Present: Porter, Froude, Hansen, Klingele, Mortensen.
Also present were applicants for membership: Bishop, Root,
Smith.
3. Minutes of last meeting approved.
4. Liz Newton spoke on role, rules and responsibilities of
the NPO.
5. Meeting with Randy Wooley. NPO agreed to following part
of Northwest Bull Mtn. Transportation Report: Approximate
alignments are shown for the extension of 132nd Avaenue from
Bull Mtn. Road to Benchview, 135th Avenue, and Benchview
Terrace. These streets are to be designed as minor
collectors with a design speed of 25 m. p. h.
NPO did not agree to other changes in comprehensive plan
suggested by Randy Wooley.
6. Update on President' s Parkway by Liz Newton. NPO passed
attached motion unanimously except for one abstention.
7. Benchview II . Reviewed briefly. No motion passed.
S. MB Development - Lot line adjustment. No objections
raised.
9. Other business. NPO requests copy of report to the City
Council on manufactured homes ordinance.
10. Meeting adjourned after 10 p. m.

Memorandum to The City Council of Tigard
NP03 passed the following motion by a vote of 4 in favor and
1 abstension, plus three applicants for membership in favor
of the motion, at its meeting of Feb. 7, 1990:
NP03 opposes changing the Tigard Comprehensive Plan to
designate the proposed urban renewal area near Washington
Square for commercial-professional land use.
On the one hand, there is no need for the addition of so
much C-P zoning unless the Trammell Crow proposed
development takes place. On the other hand, the Trammell
Crow development at the proposed density ( 15-story office
buildings) would be too intense for Tigard' s transportation
network and would have negative impacts on many areas in
Tigard. It would have long term negative effects by setting
a precedent for high density commercial development.
