1 . Zone change of property off Gaarde northwest of Pacific (Tax Map
2S1 3DD, Tax Lots 1400 and 1500) from R-10, "Single Family Resi-
dential" to A-2, "Multiple Family".

Applicant presentation - Van Lom
Discussion - Concern was expressed about emergency vehicle access
to the site, traffic safety problems on Gaarde, the location
of an apartment access to Gaarde from the south, the fact
that the Gaarde property was not part of the proposal and
would be surrounded by the development, and increased crime
that could be expected from apartment dwellers. In response
to a question about recreation and open space, the applicant
stated that a swimming pool, tot lots, and recreation center
would be part of the apartment complex. Applicant also indi-
cated that he did not yet have a figure for the probable
rents.
Kluempke read a letter from Scheckla opposing the proposal
because of the number of apartment units, increased noise,
increased crime, impact on the schools and allowance for
multi-family in the NPO #5 plan..
Kluempke moved and Quimby seconded to recommend approval of the
zone change which would bring the zone designation into line with
the NPO #3 plan.

The motion was approved unanimously.
2. Zone change (preliminary plan and program review) of a two phase
project on Gaarde and Pacific: Phase 1 to consist of 66 multi-
family units and ten duplex units on a 8.8 acre parcel; Phase II
to consist of commercial and commercial-professional uses on a
3.34 acre Parcel.

Discussion - In addition to the concerns expressed earlier, es-
pecially about the large number of proposed apartment units,
there was opposition to having duplexes abut the single fam-
ily homes on the north lot. In response to a suggestion
that the area north of the spine road be developed for single
family, applicant stated that it would make more sense to
have both sides of the street duplex because residents would
have more in common. Some members then indicated a prefer-
ence for all duplex while others wanted a duplex-single split.
Quimby moved and it was seconded that all of Lot 900 be developed
Commercial-Professional as per the NPO #3 Plan and that the
apartment complex proposed to the west have at least two access
points.
The motion was approved five to one.
Berquist moved and Haldorson seconded to allow all duplexes on Lot
801 .
The motion failed on a split vote, three to three.
