NOTE: Planning Commission will review applications for NPO #3 at
the May 18, 1982 meeting.

Minutes- NP03- 4/21 /82
1 . Minutes approved
2. Mr. Milligan presented a slide show to support his request for
a zone change for property on Walnut Street by Pacific Highway.
The property lies between the circle K and apartments and is occupied
by a house. He would like to use the house as an antique shop.
Mr. Milligan requested a zone change to permit commercial use .
NPO 3 voted to defeat a motion to recommend a zone change to C-4-
The vote was unanimous . The NPO did vote unanimously to recommend
that Dick Milligan pursue a zone change, probably to C-4-
3 . The director of Public Works , Frank Currie, described the Compre-
hensive Street Plan and its purpose, which is to identify city roads
and prioritize the system according to ultimate needs .
4. Liz Newton described the Copmrehensive Plan Draft for Housing.
Three copies were passed out to members of the NPO. The draft
provides data and policies in existence . Ms . Newton said NPOs
will be dealing with Chapter 5. She recommended that when we read the
plan we keep in mind what our goals are for NPO 3.
5. An announcement was made concerning upcoming interviews for
NPO 3 members . Interviews will be April 28, between 4:30P.M. and 6:00.
6. Liz Newton mentioned that city policy is changing to allow small
parcel annexations .
7. A question and answer period was held concerning conditional use.
The NPO recommended a change in 18.72.031 G to includeNadjacent
properties for compatibility.//
8. An announcement was made that there will be a public hearing
concerning the Bull Mt. zone change discussed during the last
NPO meeting. The hearing is May 4 at 7:30 P.M-with the Planning Commission
9. A question was raised by a member concerning NPO 3 zone designations
and city zone designations for NPO 3 areas . The two maps do not
match. A member will check into the matter with the Planning
Commission and report next session.
