NPO #3 - SPECIAL MEETING MINUTES
FEBRUARY 21, 1983 - 7:37 P.M.
1. ROLL CALL: Present: Mortensen, Fyre, Bledsoe, Ramsdell, Porter and
Smith. Moonier was excused absent. Horowitz has indicated he is
anticipating resignation.
2. Announcement were made of several upcoming meetings.
3. Discussion of Community Development Code: NPO #3 considered changes
suggested by Bob Bledsoe, who was appointed to review the CDC in detail
and make suggestions. The following recommendations reference the
document we have studied, although on February 22, it was announced that
this document will be completely redrafted. Page II-15 Low Density,
Residential Single Family District Permitted Uses.
(b) "Accessory dwelling unit" - This should be conditional as specified
in 18.21.090.
(c) "Duplex (R-4.5 only)" - This should be deleted, and if replaced by
anything it should be limited to single detached (Zero lot line) -
(R 4.5 only) and/or single attached (Zero lot line) - (R 4.5 only).
Conditional Uses
(10) "Manufactured/Mobile Homes (R 3.5 only, in accordance with Section
18.25.0)" Note that this section says they should be allowed
outright in R 4.5 zones. The City Council rejected permitting these
on individual lots. NPO #3 finds that the classifications and
specifications are inadequate. We would approve manufactured homes
as conditional use if the promised classifications and standards are
listed, but we oppose them as it is now written.
Page I-26 18.04.054 should have an additional subsection:
"(5) When an appellate hearing body concludes that the notice given was
inadequate, it may remand the decision back to the original hearing body
for another public hearing.
Page I-31 18.04.120 The limitions on public testimony should only limit
the time per speaker, not the number of speakers.
Page !-37 18.04.223 (C) Should be amended to read:
"(C) The subject of written argument only, UNLESS THE COUNCIL GRANTS A
WRITTEN REQUEST TO ALLOW VERBAL ARGUMENTS. Such WRITTEN argument, AND/OR
WRITTEN REQUEST TO ALLOW VERBAL ARGUMENTS, shall be submitted not less
than five (5) days prior to Council consideration. " (Our reason is that
some people in our society are not able to express themselves well in
written language. It would be ok to require a summary outline of their
arguments - the staff could help with this, if necessary. )

4. Other Business:
NPO #3 recommends that the Commercial Professional Districts have as an
allowed use high density residential development.
