NPO #3 - REGULAR MEETING MINUTES
MARCH 7, 1983 - 7:19 P.M.
1. ROLL CALL: Present: Mortensen, Fyre, Bledsoe, Ramsdell, Moonier and
Smith.
2. Handwritten minutes of February 7, 1983 and February 21, 1983, meetings
were approved.
3. Review of the Community Development Code: more recommendations by NPO
#3: (see February 21, 1983 minutes for others).
Page I-39 18.05.020 The majority of NPO #3 feels that the City Council
should iniate amendments only in April and October, just as property
owners do.
Page I-52, 62-63, 71, 75, 79 and III 50-51: Notification of the NPO and
other interested citizens: The notification requirements of 18.04.050
should be specified or referrenced in all these sections: Planned
Development, Conditional Development, Sensitive Lands Development,
Variance, Site Design Review, Land Partition, and any other place it may
be omitted.
Page I-51 18.10.053(7) Should be modified to specify the council: "The
City Council reserves the right to hire. . .consultants" (and to charge the
applicant. ) The decision to place this much of an extra burden on an
applicant should be made by the Council and not be Staff.
Page I-56,82(1) Question: Why is 20% specified instead of 10% as in all
other items listed?
Page I-50, 52, 55, 63 and III-38 Should include the following sentence as
an addition: "The waiver of required information and/or the requirement
of additional information by the Planning Director shall be stated in the
staff report, and shall be subject to confirmation by the hearing body."
Page III-21 18.42.071(1) The requirement for standard street improvements
should be applied to 7 and above, instead of 6 and above. The minimum
width requirement of 30 ft. should apply to 3-6 dwelling units, instead
of 3-6.
Page I-66 18.11.060(6) The following, additional resrtiction should be
placed on the Spectator Sports development:
(F) Lighting and loudspeaker systems shall be restricted so as not to
severely impact adjacent residential land use.
Page I-89 18.17.040(6) Home Occupation: The words "commercial activity"
must be defined; or else eliminate this item.
Page I-61 18.10.160(6) To this requirement for the maintenance of open
space should be added: "or other appropriate persons when a contract
exists for such maintenance, and has been filed with the City."
Page III-6, 7 18.41.040(2) Residential Accessory Use Types - "Greenhouse"
should be added to the permitted structures.
Page I-60 18.10.151 NPO #3 basically recommends that this section be
modified as follows. Sections (1) and (2) were redrafted by the
secretary subsequent to the meeting in accordance with instructions from
the NPO to simplify the wording of an earlier proposal.
RESIDENTIAL DENSITY CALCULATIONS
To calculate the number of dwelling units allowed in a planned
development, areas which are zoned differently shall be calculated
individually; and the total allowed shall be the sum of the units allowed
in the different areas, calculated as follows:
(1) The net area shall be determined by subtracting the following
area(s) from the gross area: all public right-of-ways for street
and sidewalks, all private streets (not including individual
driveways), and all areas classified as undevelopable by the Oregon
Administrative Rules.
(2) To calculate density: add 25% of the area(s) which were
subtrated in (1) above to the net area, and multiply the result by
the number of units per net acre allowed in that development
district. This calculated number of dwelling units may not exceed
125% the maximum designated in the land use designation.
Designation of areas for open space, whether dedicated to the public
or not, shall not reduce this calculated number. The number of
actual units permitted on the site will be determined by all of the
applicable criteria and standards of the underlying district.

5. Since the new draft of the Community Development Code is not scheduled to
be distributed until the end of this month, there does not appear to be
any need of another meeting until two next regular meeting in April.
Unfortunately, April 4, is the Town Hall Meeting, so we may have to
schedule another date.
