Minutes of NPO 3 Regular Meeting
at the Home of Michael Smith

7:30 pm
July 5, 1983
1. Call to order by chairperson Bledsoe at 7:30 pm.
2. Roll call: Present were Bledsoe, Ramsdell, Smith, Mortenson, and
Porter(8:00 pm) . Excused absent were Fyre and Moonier
3. The NPO found one error and four omissions in the minutes of June 20,
1983. The corrected minutes are as attached.
4. Chairperson Bob Bledsoe distributed copies of the latest Transportation
Plan and Bull Mountain Community Plan which he recieved upon request from
Wash. Co. Planner, Rick Daniels.
5. Chairperson Bledsoe distributed draft copies of the letter from NPO 3 to
City Council. The NPO requested three corrections in the letter. Bledsoe
said he had not been able to find the language references about the Murray
Blvd. extension; these were made in a motion adopting the transportation
map. The NPO directed the Chair to request this subject to be placed as
an agenda item before council.
6. Community Development Code:
a. Bledsoe reported that John Gibbon, representing the Homebuilder's
Association, requested that the lot size for the R 4.5 be changed
from 7500 square feet to 7000 sq.ft. , like most other jurisdictions.
NPO 3 concluded that because of all the time spent by everyone
involved, we support the compromises that have been made, and we
oppose this suggested change. It would change the overall density
calculations. Herman Porter will represent the NPO July 12 before
the Planning Commission on this issue.
b. In 18.30.040 A on page II-2, the NPO would like to suggest that
"twice per year" is too often and too costly to be making
legislative changes to the comprehensive plan.
C. In 18.32.090 in regard to 18.32.270 B & 18.32.275 the NPO
asserts that the notice should include a statement that any appeal to
council will be on the basis of written argument or correspondence
only - - unless our sugestion of allowing recorded verbal argument is
accepted.
d. 18.86.010 B (Established Areas) Add the following: "A primary
consideration in the review process shall be to preserve and enhance
the character of the adjacent established areas. "
e, 18.86.020 A 2 (Established Areas) Delete sentence in parenthises and
add: " , or if not so developed, the parcel is not contiguous with a
Developing Area." This is similar for criteria for developing area,
18.88.020.
f. 18.86.030 (Established Areas) add: " Within an Established Area new
development shall be of the same type and density in order to protect
the character of existing neighborhoods. A primary consideration in
all phases of the development approval process shall be to preserve
and enhance the character of the adjacent established areas. "
