MINUTES

Meeting convened at 7:30 p.m.
Approved minutes from February 1991 meeting: approved and seconded by Howden.
Review of Notices and Decisions received. Hart property and Lloyd Olson variance
results were discussed and reported on by Cal Woolery
Tigard/Tualatin School District 23J: As a two-year solution. Motion to approve: Ed
Howden, seconded by Cal Woolery. In favor: 7 Against: 0
NEW BUSINESS:
Murray Blvd proposal discussion. Our appeal to abandon proposed Murray Blvd
extension was formally made to the City Council in January 1991. Attached is a copy of
January 16, 1991 minutes. We want to make a motion by Cal Woolery to request this
City of Tigard Resolution No. 88-114/UPAA with Washington County be put on an agenda
for discussion by City Council as soon as possible.
Discussion:
Members support an amendment to the UPAA to delete Subsection III.C.4.,
Murray Extension and Connection to 121st and Gaarde, in its entirety.
Members assert that the Murray Connection will not improve local Tigard traffic
circulation but instead attract and channel Beaverton traffic from Old Scholls
and Scholls Hwy. onto local Tigard streets and into Tigard neighborhoods.
Members assert that the Murray Connection will destroy significant urban
wetlands and wildlife reserves within the Summercreek wetlands and
watercourse.
Members support an amendment to the UPAA to replace the Murray
Connection with alternative transportation improvements to serve the broader
transportation needs of Washington County and Beaverton.
Motion to petition Tigard City Council to:
Review CITY OF TIGARD RESOLUTION NO. 88-114
Amend the UPAA to delete Subsection III.C.4., Murray Extension and
Connection to 121st and Gaarde, in its entirety.
We want a date for discussion of the elimination of the proposed Murray Blvd. extension
from the UPAA plan through the Transportation Revision Process. This motion must be
addressed to Planning Commission for the Comprehensive Transportation Plan update.
Seconded by Ed Howden. In favor: 5 Against: 1
Motion by Bill Gross to request that the City Council bring NPO #7's petition for the
deletion of the Murray Blvd extension from the UPAA agreement before the Council as
an agenda item for their discussion as soon as possible. Seconded by Cal Woolery. In
favor: 5 Against: 1
Bill Gross gave a presentation of zone change request at SW Scholls Ferry and SW
135th Avenue. Each NPO member was given a packet of information. We can review
the packet because this will be on the agenda at the April 1991 meeting.
Ward Jones presented information and made request to have mentioned in NPO #7's
minutes that Morrisette's lots as proposed in the Hart/Venture File No: Sub 91-0001NAR
91-0001/PDR 91-0001/ZONE 91-0001 inappropriately small in the back portion for the
intent of development.
