Application for Temporary Classrooms The Tigard-Tualatin School District continues to grow at a rate that is exceeding our capacity at certain locations. Twality Junior High and Fowler Junior High now exceed capacity and projections -indicate continued growth. We therefore find it necessary to request conditional use for one temporary classroom building at Twality and one building at Fowler. Conditional use is requested through September 1993. At that time *we will have additional permanent schools constructed that will help to eliminate the need for temporary portable structures. The buildings will be portable in construction. Manufactured by a firm in that meets all Oregon requirements for temporary structures and issues an Oregon Certification on factory inspection for compliance with building codes. The buildings will be approximately 28' x 60', with two classrooms. The classrooms will be heated and air-conditioned. The exterior of the buildings shall be T-1 11, painted to match the existing school. The buildings will have a sidewalk, ramps with han&ails and porches of suitable size. No utility connections will be required other than electricity. It is planned to obtain electricity from the existing school power. Electrical service shall be underground from the existing building to the portable structures. The development proposed is twenty-three single family detached dwelling units. The PD also includes a private street (Tract "A") , dedication of right-of-way for Hawksbeard, 130th and "Loop" street and the dedication of a 0.8 acre parcel (Tract "B") to the City as open space. _ The lots vary- in size from 4200 to 7150 square feet which exceeds the 3050 square feet minimum. The proposed minimum setbacks are: Front Yard - 20. feet garage & 15 feet house Side Yard - 5 feet Rear Yard - 15 feet Corner Lot Side Yard - 10 feet VARIANCE REQUESTS: A variance request is made with this develop- ment proposal. The variance is to allow an intersection on a collector at a spacing less than the 300 foot standard. This development plan proposes the intersection of "Loop" Street and 130th, 265 feet south of the intersection of Hawksbeard and 130th. The proposal is justified due to the location ofthe flood plain at the south property line, and there is available 265 feet which will provide a sufficient distance along 130th for the safe functioning of both intersections . This functional standard is especially met since Hawksbeard is a local street and minimal traffic would desire to turn left from 130th west-bound on Hawksbeard and that movement would dictate the spacing re- quired on the collector. WETLANDS: As a part of the previously completed Phase 4 of Brit- tany Square, the Summer Creek flood plain south- of this develop- ment was dedicated to the City. This subject property includes a wetlands area. A wetlands survey and delineation was performed by the ecology firm of Fishman Environmental Services. A copy of their report is submitted with this application. The wetlands boundary as marked by FES was surveyed by Alpha and that boundary is shown on the proposed development plan. This Plan proposes the dedication to the City of a 0 . 8 acre parcel - Tract "B" , which includes the wetlands . STREETS: Public streets adjacent to the site (Hawksbeard and 130th) will be improved to a half street section plus ten feet on Hawksbeard and full street improvements to 130th. It is proposed to build one private street to serve five lots . The private street, Tract "A" , will be a twenty-six foot wide street with mountable curbs and a five foot sidewalk on the east and south within a 35 foot wide tract of land. A driveway approach will be provided on the private street at Hawksbeard. Tract "A" provides sufficient turnaround area as would a typical "hammerhead" design. UTILITIES: Power, telephone, cable TV, and gas services will be extended from the intersection of Hawksbeard and 130th. The sanitary sewer service will be provided by two connections to the USA sewer trunk in the Summer Creek flood plain. Street and lot storm drainage will be discharged to the wetlands or Summer Creek flood plain area. Water will be provided by mains extended from the existing 12" water in Hawksbeard and 130th. Teachers Jeanette Ryan, Michaele DeBisschop and Scott Isaac made a presentation on the school's Criteria-Based Instruction, using overheads and handouts. COMMENDATIONS Recognition mugs were presented to Cathy Chase, Mary Lou Wellock, Connie Middleton, and Karen Hansen for their volunteer work with the students and staff at Metzger Elementary. Dr. Clinton announced two new employee recognition practices which will be implemented this year. The first is an award of achievement to those certified employees who complete their third year and move from probationary status to continuing contract status. This recognition will be held at the end of the year. The other award, known as the Alpha Award, will be presented during Tigard Education Week to selected employees who are innovative, volunteer to advance school goals, facilitate outstanding student achievement, and take leadership responsibilities. CONSENT AGENDA Director Biggs made the motion to approve the consent agenda as presented and Director Nelson seconded the motion. The motion carried with unanimous approval. Items included in this consent agenda were minutes of the meeting of March 7, 1991, a personnel report and a financial report. SUPERINTENDENT'S REPORT REVIEW OF ACTION ITEMS Dr. Joki stated that he did not have any items to be included in this report at this time. 3 SENIOR HIGH SCHOOL ENVOY REPORT Kim Nguyen made her monthly report on events and activities taking place at Tigard High School. Her report included a listing of students who were successful in the recent ASB elections. COMMENTS FROM THE PUBLIC ON AGENDA AND NON-AGENDA ITEMS Mr. David Cutright, parent, indicated that he wished to speak to the policy on early entrance and Steve Meagher, TEA member/representative, wished to speak to the tax base election. Mr. Cutright requested that the Board re-consider revising its policy which allows for testing of students who do not meet the cut-off date for entrance to kindergarten and grade 1. He stated the policy should remain as it is in order to give children who are ready for school a chance to enroll. Mr. Art Rutkin will investigate the success of those students who have been tested and admitted early. Mr. Me er st ted, as the representative of the TEA, that the Board of Directors and School District sta . e the complete support of the TEA toward working for the passage of the Tax Base Election in May, 1991 and as such, the TEA will make a contribution of $1,500 toward the support of this election. BUSINESS & OPERATIONS REPORT Bud Hillman made a report on the status of the construction projects at Hazelbrook Middle School and Tualatin High School. Frank Hodapp requested that the agenda item dealing with the bid award for portable classrooms be removed at this time to allow further review of the bids. Mr. Dave Smith from the Tigard-Tualatin Babe Ruth Board, presented a lighting project at Fowler Field, asking to light Fowler's baseball field. Director Biggs recommended : approval for the Babe Ruth Association to put lights at Fowler Field and Director Carlson f . seconded the motion. The motion carried with unanimous approval. Frank Hodapp presented an appropriations resolution to adjust funds to the Service Support area of the PL 94-141 Handicapped Program for testing through Washington County and staff development training needs. Director Nelson made the motion to approve,this resolution as presented and Director Cumpston seconded the motion. The motion carried. Mr. Hodapp updated the Board on events at the Legislature. The Education First Coalition has proposed amendments to SB 815 which will be presented to the Legislature through the Confederation of Oregon School Administrators. This amended language would help Districts like Tigard-Tualatin as well as smaller district through the state qualify for state replacement dollars. INSTRUCTION & CURRICULUM REPORT Dr. Davidian presented further information on the proposal to reduce the graduation requirements at Tigard High School to 23 from 25 in conjunction with establishing a six-period day at THS from a seven-period day in light of Ballot Measure 5. The study made its report and recommended implementation. Seven-periods would still be available for junior and senior students choosing electives. Letters are being sent out to parents in the District with this information, but with the stipulation that the Tax Base update is necessary for funding the existing programs. Policy IKF was reviewed as the implementing policy. Director Biggs made the motion to approve graduation requirements of 23 credits and to establish of a six-period day TIGARD BABE RUTH INC. FOWLER FIELD IMPROVEMENTS APPLICANT ' S STATEMENT It is the intent of Tigard Babe Ruth , Inc . to seeK a Minor Use Change for the Fowler Junior High School Baseball Field . This will allow our organization to install lights . on the sights , to provide night use of the facility . With the growth in the Tigard-Tualatin School District , the availablity of Baseball fields rias diminished . This problem and the increases in the number of players in our organization outs our league in the positions of turning away young men who want to participate . By installing lights on this field we will be able to increase the number of available games without seeKing another facility. The use of the lights will conform to the City of Tigard curfew ordinance . They would not be used prior to Memorial Day and would cease use by August 1 - Once installed, the lights would become the property of the Tigard- Tualatin School District . Positiions C1 , C2 ,C3 , C4 !2-1500W Flood Lamps per pole . Note : It is uncertain whether this number of fixtures will be necessary to provide adequate lighting . It is probable that the numbers of lamps per pole will be reduced . POLES : The poles will be Treated 80 ' light poles. They will be the same quality and weight bearing capacity as those used by PGE They will be a maximum of 80 ' in length, buried 10 ' thus I eaving 70 ' above ground . The cross members that will support the light fixtures are 12 ' angle steel ( 2x3) . They were acquired with the lights and had been previously used for 20 years . No rust or deterioration is evident . Three cross members per pole-(see light diagram) . WIRING/POWER: All wiring will be done by licensed electricians using under- ground conduit when possible . The wire will meet or exceed code. Power will be supplied by PGE with a transformer already onsight .
