5. Conceptual Development Plan presented by Keith Pyeatt of Lee, Ruff, and Spark
Architects. This is for property at 11065 SW North Dakota for conditional use on
five acres for LDS meeting house.
6. Update of SUB 92-0008/PDR 92-00021VAR 92-0014-Schultz/Neimeyer/Edwards-
Applicant requests approval of the following development applications: (1)
subdivision preliminary plat/Planned Development conceptual plan approval to
divide a 7.85 acre parcel into 51 lots ranging between 4,700 and 6,800 square feet
in size; (2) variance approval to allow an increased lot width to depth ratio of 2.8
to 1 on one lot where a ratio of 2.5 to 1 is normally required.
LOCATION: 10975 SW 121st Avenue between SW 121st Avenue and SW North
Dakota Street, north of Anton Park #1. (WCTM 1 S 1 34 CB, tax lot 100).
ZONE. R-7PD (Residential, 7 units per acre, Planned Development).

Members made no notion to approve or deny applicant's request as the
Planning Commission had approved this request in its public hearing on
June 22, 1992.
REUIELJ OF AMENDED SIGN ORDINANCES RHO ENFORCEMENT PROCEDURES
Members will review amended sign ordinances and their enforcement when
planners and code enforcement officers become available to explain sign
and enforcement ordinances and answer questions.
REUIEU OF NOTICES OF DECISION
No notices of decision had been received.
COMMUNITY PARTICIPATION
City Councilor Judy Fessler and Community Coordinator Liz Newton spoke
to members about more effective volunteer participation on comni.ttees,
boards, and HPO's. The City Council wants to 1 ) broaden volunteer
participation on committees, boards, and HPO's and 2) enlarge the goals
of those committees. boards, and NPO's. Community Coordinator Newton
asked for ideas on more effective volunteer participation. Members
voiced several ideas:
NPO's should occassionally hold townha,ll meetings for residents
and businesses;
NPO's should regularly communicate with existing neighborhood
organizations like neighborhood watch organizations and homeowner
associations;
NPO's should frequently share their views on, and invite comments
on, issues with open letters in the Tigard Tines; and
NPO'a should consider actions to realign existing school district
boundaries in northwest Tigard.
OTHER BUSINESS:
4--WRY STOP AT 135TH AND MORNING HILL
Members considered the merits of a 4-way stop at the intersection
of 135th, a de facto major collector, and Morning Hill , a minor
collector. Members from the Cots4+old and Morning Hill subdivisions
find that traffic on 13Sth enters this intersection at excessive speed.
Members observed that the intersection of 121st, a major collector, and
North Dakota, a minor collector, now has a 4-way stop. It was observed
that this intersection is similar to the one at 13Sth and Morning Hill

Motion; Ed Howden; to request the City Engineer to perform a warrant
study for a 4-way stop at the intersection of 13Sth and Morning Hill.

CITY OF BEAUERTON PROPOSAL TO CONNECT 12STH TO 121ST AT SCROLLS FERRY
This proposal could re-align and connect 125th„ a Beaverton Minor
arterial. to 121st, a Tigard major collector. at Scholls Ferry.
Beaoerton has invited public comment on this proposal and formed a
citizen ,adulsory committee. Jive Blanchard is on this committee. He
asked for comments from "embers. Members asked him to update then on
this proposal at our next Meeting on August S. 1992.
UPDATE ON CAA 91-OOOStZOA 91-0006: HEW COMMUNITY COMMERCIAL, DISTRICT
The City Council has continued its public hearing on this new district
to September 8, 1992
