Adjournment dj/A-#7-11 October 18, 1989 NPO#7 Meeting Minputes The Meeting was called to order by James Boylan, Chairperson at 7:30 PM, A ouorum was oresent and due notice was oiven for the meeting. Frank Becker, James Boylan, Lee Cunningham, Julie Mckee, Russel Head, Lori Scott, and Nancy Robbins Brenda Gilpin Membens Kronewitter ( 1 ) McGlinchy ( 1 ) Minutes from the orevious meeting were adopted by a unanimous vote by NPO members. Application to subdivide 8. 01 acres into 40 lots was reviewed and discussed by NPO members. Concern was voiced that R-25 zoned oroperty was again being used to build a lower density level (R-5 in this case) . Attached find: NP07 (S 89-11 BENJFRAN/CENTURY 21 ) ATTACHMENT 1 MLP 89-14 ST. WCENT Request by applicant to subdivide a 5. 6 acre oarcel by zone boundaries was discussed by NPO members and no objections were noted. Reouest by applicant to divide 19. 81 acres into two parcels was discussed by NPO members and no objections were noteo. Information on this topic was not received by the NPO so the subject was postponed until the next scheduled meeting. CU Decision by Beth Mason was discussed by NPO members. Style and extent of buffering between apartment complex and daycare center (oroposed to NPO as one package originally) , do not agree with what was agreed upon between the deve\ ooer, neighboring residents, and the NPO. It was decided that further action will be taken by the NPO to see that this is resolved appealing this decision if necessary. At 9: 15 P. M. the meeting was adjourned. Total Volunteer Hours: 12. 25 REKEWL, -_.............. � J Wes.���� NP hair OCT 2 S 1980 �--_-� COMMY November 24, 1989 City Council Tigard City Hall 13125 SW Hall Blvd. Tigard, OR 97223 RE: North Dakota Street Between 121st and Scholls Ferry Road Council Members: It is our understanding that at a recent Council Meeting, closure of North Dakota to through traffic was discussed. Tile oppose this closure. As residents of Summer Lake subdivision, we often use North Dakota between Springwood and 121st, thus allowing easier access to shopping and business within the local area. We feel that a much larger neighborhood area should be notified before in any change is made. To date this has not been done. Also the Beaverton School District which transports student from this area along with local fire and emergency services should be notified. The island at 121st and North Dakota is a hazard for school buses, fire and emergency vehicles trying to turn all directions. Numerous times, accidents with normal daily traffic have been barely avoided due to the lack of space in which to turn. In addition, it has been our experience that while traveling the posted speed of 25mph on North Dakota, more often than not, it is the residents of Anton Park neighborhood that tailgate our car and then turn into a driveway or street within Anton Park. In closing, the curbing extension and island at North Dakota and 121st should be removed as soon as possible. A traffic signal should be installed at 121st and North Dakota intersection. Honorable Members of the City Council, The residents of the Anton Park development have approached you, in the pact and from what we were able to gather from the meeting held b1 Randy Vnu:e / on November 15th, this i_11 likely `C=L1r again. in this case, we wish our input be considered as well. The onlyofrty' problem that we heard described ibe b u neighbors to the west the loss of a few pets, no personal injuries and no vehicular damage. We might suggest that the residents of Anton Park observe the City leash law and/or contain their pets to prevent or at least abate their losses. When "new"-' North 'Dakoto was first constructed; before any homes were erected, it was dedicated as a through street and connected 121st Avenue with Schol'_s Ferry Road, which ..we understood would allow An option for traffic between Greenburg/Tiedeman gpd Tigard Streets to utilize either of two accesses onto Scholls Ferry Road; north onto 121st or west on North Dakota to the Sorrento ;Scholls Ferry intersection from our street. We felt greatly releived by this and expected that peak traffic might be able to flow through in front of our house at an increased rate, perhaps even allowing us to pull out of our driveway during these hours, this has not been the case but we have accepte&our fate. If the Council voted to close the western end 6f North Dakbta Street, we were informed by Mr' Wooley that we would probably never see a traffic light at 121st and North Dakota. Living in the corner house at that intersection, we can assure you that the closure would only affect traffic flow detrimentally, causing even further delays at our intersection and contributing to more accidentsand possibIE injuries. This intersection has needed some form of traffic control device for many years ! Unlike the residents of Anton Park, who have complained of high traffic flow during peak hours, we have, for the last 15 years, put up with not only peak hour traffic, but with numerous motor vehicle accadents, both injury and (Thank Goodness) non-injury, which have interrupted our days and our nights and in some cases even damaged our property. The residents of Anton Park that were at the meeting in no way were willing to consider the use of lame control (buttons) but seemed intent on furthering the closure of that stretch of North Dakota, this single-mindedness is fine, however, please consider the results of the report delivered by Chief Soodpastor; that over seventy percent (70%) of the citations writter an the Anton Park sectioo of North Dakota were written tz residents of Beaverton, HiIlsboPo, Aloha, Gaston, etc' i . e. people using the street as an access to or egress from this city' Another point of consideration is this; if the section of North Dakota west of 121st were closed, what would be the need for the widening project on 121st south of North Dakota? There would not be enough northbound traffic on 121st to necessitate a left turn lane, thereby making` the purchase and improvements south of North Dakota unneeded, we mention this because we are affected by this as is 6ur neighbor to the south, Mr Ross' We are also very reluctant to form a contract with the city regarding the purchase of our property until this matter is resolved in a manner that is pleasing to all affected parties' We ask that if and when the Anton Park street closure again comes ` before the Council, that this letter be considered and that the city inform us of any pending decision so that we might be allowed the time to circulate petitions among those immediately affected, the Burlwood Heights and the Summerlake homeowners. Plan amendment and rezoning. After consideration of the applicant 's statement. NP07 feels that the subject request can not be supported. Belot,), are a list of the major reasons why we feel we can not lend our support to this request. 1. Based on projected transportation, and construction planning for the area, any business would be stressing an already congested intersection area which is planned for even more traffic load. 2. This property is already zoned R-25. If the zoning were to be changed, then this density level Mould have to be relocated el sewher•e in the city. 3. Properties located at Schol l s & S. W. North Dakota, and at New Schol 1 s and the proposed Murray Extension, both barely outside the "Summer creek" neighborhood, are presently zoned Commercial Neighborhood. It is felt that these properties if developed as zoned, would service the area adequately with no need for further zoning of this type.
