Chairman Uoolery welcomed Scott Russell, landowner in the Schollz Ferry
& Murray area to our meeting.
DECISION TO OISBRNO NPO'S RHO RDOPT CI P S
Our NPO convened with NPO #3 & 8 to hear a presentation from Councilors
Uendy Hawley and Paul Hunt on the City Council decision to disband our
NPO's and adopt CIT's. Councilor Hawley reviewed the framework for the
CIT's and the outline for land use notification. The Council will en-
act their decision in July 1993.
Councilor Hawley asked HPO members for their comments on this decision.
Members were overwhelmingly critical of it. Members oppose it for rea-
sons previously given in NPO minutes and communications to the Council.

Members considered applicant's requests for approval of minor land par-
titions in the vicinity of Scholls Ferry and North Dakota.
Motion: Larry McGlinchy; to recommend approval of these requests.

SUB 93-OOOB/PDR 93-0002: MRTRIx DEUELOPMENT
Members considered applicant's requests for approval of Phase 2 8L 3 of
Castle Hills Subdivision in the vicinity of 135th and Ualnut between
Cotswold Subdivision and Fern Street.
Members considered testimony from:
Larry York, on behalf of applicant;
Jerry Palmer, of Alpha Eng, on behalf of applicant; and
Don Williams and other homeowners on Fern Street, including concerns
about any street connection from this subdivision to Fern Street.
Members discussed in detail:
Possible street connections from the subdivision to Fern Street;
Impact of the subdivision on Beaverton School District over-enrollment;
Loss of the daylight drainageway through this subdivision, along with
the drainageway's trees and Open Space Easement Cas promised in the PD
Conceptual Plan); and
Possible contiguous, off-site, half-street improvements to 135th C(New)
Ualnut] just north of (Old) Ualnut Street.

SUB 93-7???/LLA 93-7???: EOUAROS/RLPHR ENG
Members considered a proposal for a lot line adjustment and subdivision
in the vicinity of 109th and North Dakota next to Hart's Landing Sub-
division.
Members considered testimony from Mark Dane and Jerry Palmer, of Rlpha
Eng, on behalf of applicants.
Motion: Lee Cunningham; to recommend approval of these proposals as
presented by applicants.

UPDATE ON STREET-GRROE CHRHGE ON 121ST AND SCHOLLS FERRY
Chairman Uoolery read a letter from the City of Tigard to the State Hwy
Division about the street-grade change made on 121st during the Scholls
Hwy re-construction. In the letter, Micheal Mills, City Construction
Inspector, 1 ) confirms the changes made to the street-grade on 121st do
not meet City street standards and 2) requests the State Hwy Division
to remedy the sub-standard grades.
SCHOOL BUS STOP RT 135TH [(NEU) URLHUT3 RHD (OLD) URLHUT
Members discussed the school bus stop at 135th and Ualnut. Members ob-
served the road pavement and gravel shoulder are too narrow for child-
ren to safely wait for the school bus at this stop. To make matters
worseā€˛ a two-to-three feet deep ditch prevents children from moving
back from passing cars and heavy trucks at this stop.
Motion: Lee Cunningham; to send a letter to Beaverton School District
which requests the District to re-locate this- bus stop to a safer lo-
cation.
