Meeting called to order by Dick Bolen (in absence of Chairperson Bon-
nie Owens) at 7 :40 p.m.

The purpose of the meeting was stated as being to discuss the effect
on the proposed elementary school site of the arrow on the proposed
framework plan showing traffic circulation need going east to 121st
between "Lutz" property and Katherine Street. The arrow was drawn
in an attempt to spread the traffic load, at least on paper.
Dick Bolen stated possible alternatives:
1. No connection from "Lutz" property to 121st in vicinity of
Katherine
2. Joining "Lutz" development street to Katherine south of
school site
3. Joining "Lutz" development to 121st north of school site
(less desirable)
4 . New idea presented by Alan Paterson connecting road looping
north of school site then connecting with Katherine at a
point off of school property and not through present devel-
opment south of school site.
Deb Fennel, Superintendent of School District 23J, presented the
school .:district' s viewpoints, stating that school district boundaries
had always been very controversial because of the effect on tax base.

Their preference would be: (1) no road; (2) Paterson's plan and a
very distant third; (3) the southern route. School architect, Chuck
Seely, explained that the ground slopes north and if building is
moved they would lose part of the flatest area. He also felt the
corner connection to Katherine would be difficult and somewhat dang-
erous to maneuver with busses crossing a busy residential street.
Katherine, if not dead-ended, would be dangerous for grade school
youth walking to school.
They desire to build the school building on one level, with enough
flat land left for athletic areas. He mentioned school ' s increasing
involvement with handicapped children. The school district likes to
identify the school with a neighborhood and having a busy street
there would tend to separate in their opinion. The size of the
school is a "starter school" to expand to 500 from 250.
The contour map was used to peruse and explain slope of land.
Discussion: What if we dead-end 'the residential street and do not
connect with Katherine? May not be an insunwmtable problem. The
purpose of a street pattern is to allow people in area to get in and
out, not for the convenience of those not living there .
Bill Richey moved that the elementary school site not be on an east-
west collector or through street. Phill Millard seconded.
Motion passed unanimously.
(Members of public had expressed desire not to have the new develop-
ment connected to Katherine south of school site, due to effect on
backyards--would then have street in front and back. )
Review of South Hall study from Beaverton. Dick Bolen stated that
our street pattern was designed not to meet their streets opening
onto Scholls Ferry Road so that cross traffic would be discouraged.
There are some apartment densities across Scholls Ferry on Beaverton's
plan.
Next for our NPO traffic projections by Carl Buttke and draft of pre-
liminary plan document. Idea of text on traffic: "Members of NPO 7
will be involved in standards for any street improvements to mitigate
effects on existing homes" .
The next meeting will be held in November or December after Carl But-
tke completes traffic projections based on street pattern and densi-
ties.
